ATK II's spirit and cultural source
Turning the pages of history, Xuan Cam commune appears as a place marking brilliant milestones. On March 12, 1945, in Xuan Bieu village, under the leadership of comrades Le Thanh Nghi and Nguyen Trong Tinh, the people rose up to seize power. This was the first victory of Bac Giang province in the August Revolution. Since then, stories about people protecting cadres to avoid being discovered, hunted down and arrested by the enemy; hand-copying secret documents into many copies, hiding them in many places, then finding ways to bring the documents to cadres to direct resistance activities... have become symbols of the indomitable spirit and endogenous strength passed down through generations of people here.

During the land reform period, Cam Xuyen village (Xuan Cam commune) was chosen by the Party and Government as the location to organize training courses for more than 2,000 cadres from Bac Giang, Bac Ninh and Thai Nguyen provinces. Notably, on February 8, 1955, Uncle Ho attended the second land reform summary conference, visited cadres and farmers in the village. This important event left a deep impression on the people and became the pride of the locality. This historical relic has been ranked at the national level. When Xuan Cam was recognized as a safe zone II commune, that historical source seemed to be strengthened, fostering the spirit of solidarity and efforts to rise up for today's generation.
Not only possessing revolutionary spirit, Xuan Cam is also a land rich in cultural traditions, a place where the ancient Kinh Bac region and the Viet Bac cultural region intersect. The Tieu Mai village rowing festival - a national intangible cultural heritage, originated from the performance to celebrate the victory on the Nhu Nguyet River (Cau River) of the Ly Dynasty army and people in the resistance war against the invading Song army (1077). Dozens of Quan Ho folk song clubs were established, attracting a large number of people to participate in regular activities.
Xuan Cam is also famous as a "land of learning" with more than 50 PhDs. The education system includes 19 schools (2 high schools), serving nearly 18,000 students. 3/3 of the schools meet national standards, of which the secondary school meets level II standards. The commune has 5 national standard health stations, 1 polyclinic, and 414 private medical facilities. Health services have been improved, meeting primary health care needs for the entire population.
The highlight of the new rural construction movement of Xuan Cam is the consensus of the people in donating land, dismantling thousands of constructions and contributing billions of dong to expand internal concrete roads covering the commune with a total length of about 230 km, 7-12 m wide, with a lighting system serving traffic and people's lives. Smart village with QR Code placed in front of each house, street name signs, solar energy lighting system, surveillance cameras, making the living space more modern, convenient and safe.
Xuan Cam also has many important provincial roads passing through such as: 295, 296B, 295C... The 19 km long inland waterway on Cau River ensures smooth navigation for ships with a capacity of 80 - 100 tons. The agricultural production value reaches nearly 140 million VND/ha/year. Small-scale industry is strongly developed with hundreds of households engaged in woodwork, small mechanics, and garment production; many products are exported to the Chinese and Southeast Asian markets, bringing in an income of 8-12 million VND/month for each worker. In 2025, the average income per capita is estimated to reach 69 million VND/year, the poverty rate will be less than 2%.
New development aspirations, far reaching connections
July 1, 2025 marked a historic turning point, the new Xuan Cam commune was established from 5 communes: Xuan Cam, Huong Lam, Mai Dinh, Chau Minh and Bac Ly town with 39 villages and 76 thousand people. Comrade Nguyen Cong Bo, Secretary of the Commune Party Committee, who used to hold the position of Chairman of the People's Committee of Hiep Hoa district shared: "Xuan Cam converges two factors, which are revolutionary tradition and cultural identity. The Resolution of the Commune Party Congress for the term 2025-2030 strives that by 2030, Xuan Cam will become a ward with breakthrough industry - services - technology, an urban model that blends green - clean - bright".

To achieve this goal, the commune has proposed three breakthroughs: Digital transformation and e-government, 100% of officials use digital signatures, public services to each residential location; Infrastructure investment and site clearance, bringing roads and residential areas up to urban standards; Strongly attracting investment, expanding Hoa Phu Industrial Park, Xuan Cam - Huong Lam Industrial Park, Chau Minh - Bac Ly Industrial Park; building residential areas, integrated commercial services. Currently, the commune has 3 industrial parks and 2 industrial clusters, welcoming a strong wave of investment with many projects, attracting investment capital of more than 4,223 billion VND from 61 enterprises, creating livelihoods for more than 7,000 workers in the area. Xuan Cam aims to be a civilized, green - clean - bright urban area; developing high-tech agriculture, mainly OCOP products; e-commerce, services accompanying industry, sustainable social security. Investment continues to be made in education and health care, security and order are maintained, community activities, arts and sports are increasingly vibrant, and social justice is promoted.
Xuan Cam today is a land where tradition and innovation meet, where people are proud of the ATK II mark. Each open road, each effective economic model, each Quan Ho song resounding in the classroom; all combine to create a homeland landscape, both rich in identity and modern. The joint effort to build a new commune is not only an administrative merger, but also an affirmation of the aspiration for development, the spirit of solidarity and creativity. With the determination to become a civilized ward by 2030, Xuan Cam is continuing to write a beautiful story, about the journey from ATK II commune to a model urban ward, opening up a promising future.
