From that awareness, Yen Bai has positioned the path of tourism development with immediate and long-term solutions, full of aspirations but not perfectionist, not hasty, with the requirement of being suitable to local practical conditions, attracting investment and supporting businesses, economic sectors, and people to participate in tourism activities.
Implementing long-term orientations, over many successive terms, Yen Bai has issued many resolutions, projects and policies to promote tourism development; focusing on solutions to attract investment; implementing priority policies, encouraging and supporting businesses, economic sectors and people operating in the tourism sector.

In October 2016, the Executive Committee of the 18th Yen Bai Provincial Party Committee issued a specialized Resolution on promoting tourism development in Yen Bai province for the 2016-2020 period, with a vision to 2025. In February 2021, the Executive Committee of the 19th Provincial Party Committee issued a Resolution on tourism development in Yen Bai province for the 2021-2025 period, with a vision to 2030.
In the 2021 - 2026 term, along with policies to support the development of investment enterprises in the province, the Provincial People's Council issued 02 resolutions stipulating a number of policies to support tourism development in the province (for the 2021 - 2025 period and the 2024 - 2030 period). The Provincial People's Committee issued 04 projects on culture and tourism, setting the goal for the 2021 - 2025 period: building Mu Cang Chai district into a tourist district; building Nghia Lo town into a cultural and tourist town; developing tourism in Tram Tau district; preserving and promoting the values of tangible and intangible cultural heritages associated with tourism development in the province, period 2022 - 2030.
In order to build and clearly position the brand, towards perfecting the green tourism ecosystem according to the value chain, creating unique products, Yen Bai has identified four key tourist areas of the province.
Thac Ba Lake and Chay River tourist area , with a system of tourism products rich in identity, exploiting and promoting the unique cultural values and intangible cultural heritages in the area. Forming and developing tourism products and services associated with agriculture, creating momentum for agriculture and tourism to develop together, building tours associated with the agricultural ecosystem on Thac Ba Lake Island; community tourism products, resort tourism, sports tourism...
Yen Bai city and its vicinity form a number of MICE tourism products, golf tourism; regularly organize cultural and artistic performances, cultural performances, folk arts (sap dance, xoe dance) to serve the people and tourists; form and maintain the operation of walking streets, commercial business, cuisine: Ly Dao Thanh walking street, Yen Bai city; Dam Voi walking street, Tran Yen district to create highlights and serve the needs of the people and tourists.

Community tourism associated with indigenous cultural experiences with models built according to the criteria for evaluating community tourism villages of the province, such as: Sa Ren Village, Chao Ha Village, Nghia Loi Commune (Nghia Lo Town), Ta Sung Village, Cao Pha Commune (Mu Cang Chai District); Pang Cang Village, Suoi Giang Commune (Van Chan District); Chom Cu Vai, Hang Xe Village, Xa Ho Commune (Tram Tau District), has approached and attracted international visitors to visit and experience. Currently, in the region, there are nearly 100 homestays that meet the business conditions and operate regularly, ensuring quality service for tourists.

Regarding the challenges facing Yen Bai tourism, Ms. Vu Thi Hien Hanh said: “One of the current difficulties and limitations is that although tourism infrastructure has received investment attention, it is still not synchronous, affecting the experience of tourists; high-quality human resources for tourism are still lacking; climate change and environmental protection directly affect the province's natural tourist attractions... The biggest requirement now is to build, maintain and develop attractive tourism products, which requires Yen Bai to have a different strategy, strong enough policies, and enough attraction for businesses, investors and tourism workers. In particular, it is necessary to "activate" socialized resources, open up and promote potential and advantages, especially the proactive, positive and enthusiastic participation of the people".
