Request to 'tighten' student transport operations

On June 11th, the People's Committee of Da Nang City issued a document regarding strengthening measures to ensure traffic safety for vehicles transporting students.

In this regard, the Da Nang City People's Committee assigned the Department of Transport to lead the review of schools that use contracted vehicles to transport students. Through this review, transport businesses are required to comply with regulations on business operations and conditions for transporting students by car. In particular, they must have a plan to control and ensure that no passengers remain on the vehicle after the end of the journey or shift.

The Da Nang Department of Education and Training has been instructed to require all educational institutions in the city that use school buses to transport students to follow procedures for checking the number of students boarding and disembarking from the vehicles.

The Department also requested that schools coordinate with parent associations to work with transportation businesses, ensuring full compliance with traffic safety regulations for vehicles and drivers. Educational institutions are strictly prohibited from contracting transportation services for students that do not meet the necessary conditions for operating a transportation business by car.

The transportation contract between the educational institution and the transportation company must clearly state the requirements and responsibilities of the relevant organizations and individuals regarding traffic safety and the protection of students' health while on the vehicle and when boarding and alighting. The vehicle must have a person responsible for managing and checking the student list, maintaining order and cleanliness, and guiding and reminding students to follow safety regulations and practices while on the vehicle and when boarding and alighting.

The Da Nang City Police Department is tasked with leading patrols and inspections, detecting and strictly handling violations of the law in passenger transport activities. Particular attention should be paid to inspecting and handling violations by vehicles transporting students.
