Ngoc Hai fishing port was approved for investment and construction by Hai Phong City People's Committee in 1999 on a small scale. In 2000, the City People's Committee continued to approve the project on a large scale in Decision No. 183/QD-UBND dated February 1, 2000 and adjusted and supplemented in Decision No. 3374/QD-UB dated November 30, 2001, Decision No. 1495/QD-UB dated August 19, 2003 to complete the boat anchorage area and fishing logistics services in Do Son.
However, the facilities of Ngoc Hai fishing port have been degraded, the channel in and out of the port has been seriously silted, causing great difficulties for ships entering and leaving the port. Especially, when low tide occurs, many large ships cannot enter the port to anchor and take shelter.
At the meeting, Mr. Bui Van Thang - Director of the Department of Agriculture and Environment of Hai Phong acknowledged and highly appreciated the efforts of the Party Committee, government and people of Do Son ward in strictly implementing regulations, not allowing IUU violations to occur.

The Director of the Department of Agriculture and Environment of Hai Phong requested units and localities to continue to fully implement the instructions of the Ministry of Agriculture and Environment , the People's Committee of Hai Phong City, the Department of Agriculture and Environment on combating IUU fishing, and prepare to work with the 5th Inspection Delegation of the European Commission. In addition, continue to synchronously deploy tasks and solutions on combating illegal fishing; bring fishing activities and seafood logistics services at fishing ports to comply with the Fisheries Law; contribute to removing the "yellow card" warning of the European Commission on Vietnamese seafood.
Previously, the People's Committee of Hai Phong city issued Plan No. 281/KH-UBND to implement the Peak Month against illegal, unreported, and unregulated (IUU) fishing and sustainable development of the fisheries industry.
According to statistics, Hai Phong currently has 809 fishing vessels operating, but management is still facing difficulties because some vessels have not completed their documents, have not had their license plates properly marked, the vessel monitoring system (VMS) is disconnected, and the control of arrivals and departures from ports is not strict.
