Kinhtedothi-Review of agencies and units, Hanoi currently has 81 department heads and 245 deputy department heads who have held the position for 8 years or more; since the issuance of Plan 188-KH/TU, the city has transferred and mobilized 300 people, including 97 department heads and equivalent, 203 deputy department heads and equivalent.
According to information from the Hanoi People's Committee, in implementing the management of cadres, civil servants and public employees (CBCCVC), in 2024, the City has drastically implemented the rotation, transfer, secondment, and job conversion of cadres of departments, branches, city departments and districts, towns in the period of 2024-2025 according to Plan No. 188-KH/TU dated November 6, 2023 of the Standing Committee of the City Party Committee.
According to the review results of agencies and units, the city currently has 81 department heads and 245 deputy department heads who have held the position for 8 years or more. Since the issuance of Plan 188-KH/TU, the city has rotated and transferred 300 people, including 97 department heads and equivalent positions, and 203 deputy department heads and equivalent positions.
The rotation, transfer and change of work positions of agencies and units have been carried out in accordance with current regulations, ensuring democracy, publicity, objectivity, appropriateness to expertise and profession, and not affecting the operations of agencies and units.
The Party Committee of the City People's Committee also reported to the Standing Committee of the City Party Committee to propose a plan for specialized hospitals with high specificity under the Department of Health and some units with high expertise under the Department of Agriculture and Rural Development to ensure effective use and avoid wasting highly specialized human resources. On August 9, 2024, the Standing Committee of the City Party Committee issued Notice No. 1838-TB/TU on the results of implementing Plan 188-KH/TU dated November 6, 2023, thereby agreeing with the proposal of the Party Committee of the City People's Committee in Report No. 113-BC/BCSĐ dated July 2, 2024 on the plan to rotate and transfer the positions of heads and deputy heads of health departments under the People's Committees of districts, towns and cities.
The Department of Home Affairs advised the City People's Committee to issue Document No. 2824/UBND-NC dated August 27, 2024 on the implementation of the above Conclusion Notice No. 1838-TB/TU, requiring the Department of Health to coordinate with the People's Committees of districts, towns and cities to implement according to the approved plan and report to competent authorities on the implementation results in the fourth quarter of 2024.
The city has approved the results: dismissal of 2 chairmen and 4 vice chairmen of district People's Committees and election of 3 additional chairmen and 7 vice chairmen of district People's Committees.
At the same time, the City continues to adjust and amend a number of pilot contents of the recruitment exam for leadership and management positions at the department, branch, and sector level; People's Committees of districts, towns, and public service units under the City People's Committee (adjusting the subjects required to take the exam, including positions at public non-business units that do not self-insure regular expenses inthe education and training sector (except for the case of appointment when establishing new public non-business units), including: principals and vice principals of kindergartens and general schools; directors and vice directors of vocational education and continuing education centers under the People's Committees of districts, towns, and sectors or under the Department of Education and Training. The remaining subjects are allowed to proactively choose the appointment process.
In addition, the monthly assessment and classification work is maintained effectively; the City People's Committee issues decisions to assess and classify the quality of heads of city departments, branches, and equivalents on a monthly basis.
The city also issued Decision 49/2024/QD-UBND dated July 25, 2024 regulating the implementation of personnel work for leadership and management positions at agencies and units under the management authority of the Hanoi People's Committee; a document guiding the implementation of the Resolution of the City People's Council on support regimes for commune-level cadres, civil servants, public employees, and non-professional workers at the commune level who are redundant or have stopped working due to the rearrangement of commune-level administrative units; people who do not transfer their duties in villages and residential groups (DTs) who are redundant or have stopped working due to the rearrangement of villages and TDs when rearranging commune-level administrative units in the period 2023-2025 in Hanoi; guidance on the regulations on titles, structures, allowance levels, and concurrent allowance levels for non-professional workers in communes, wards, and towns; in villages and TDs; Monthly support level, concurrent support level for people directly participating in activities in villages and residential areas; fixed operating budget level for the Vietnam Fatherland Front Committee, socio-political organizations; operating budget support level for the Association of the Elderly, Red Cross Association of communes, wards and towns.
The city also continues to strengthen discipline and administrative discipline. In 2024, the total number of disciplined cadres, civil servants and public employees was 266; the number of cadres, civil servants and public employees who quit their jobs was 372.
