10 diseases are exempted from military service registration in 2025, and which subjects are given priority for military service selection in 2025 are of interest to many young people.


Priority subjects for military service selection in 2025

The Ministry of National Defense issued Instruction 4705/HD-BQP on selecting and calling citizens to join the army in 2025. Accordingly, the selection and calling of citizens to join the army (recruitment) will be conducted in 1 round.

In order for the 2025 military recruitment work to meet the assigned targets, ensure quality, and comply with the provisions of the 2015 Law on Military Service and its implementing regulations and instructions, the Ministry of National Defense provides guidance on a number of contents of the 2025 military recruitment work.

Notably, the priority is given to selecting university and college graduates to join the military service in 2025, according to which the Ministry of National Defense has requested:

Focus on selecting citizens who have graduated from universities and colleges with professions suitable to the needs of arrangement and use in order to select a source of high-quality citizens to join the army to meet the requirements of the task of building the Army in the new situation.

Thus, citizens who have just graduated from university or college in 2024 will be given priority for selection to join military service in 2025 and will join the army after Lunar New Year 2025.

In addition, the Ministry of National Defense also provides instructions on some other important contents such as:

- Carry out well the work of registering for military service and managing citizens of military service age; improve the quality of voting and recommending male citizens of military service age to participate in the preliminary selection for military service to ensure democracy, fairness and transparency.

- Organize the review of citizens temporarily deferred from military service, exempted from military service, and citizens eligible for military service strictly and seriously, not allowing the wrong subjects or missing citizens to join the military.

- Pay attention to the health standards for selecting and calling citizens to join the army in 2025 according to the provisions at Point a, Clause 1, Article 4 of Circular 105/2023/TT-BQP.

10 diseases are exempted from military service registration in 2025

According to Article 4 of the Law on Military Service 2015, military service is the honorable duty of citizens to serve in the People's Army. Performing military service includes serving on active duty and serving in the reserve force of the People's Army.

Subjects exempted from military service registration as stipulated in Article 14 of the Law on Military Service 2015 include:

Disabled people, people with serious illnesses, mental illnesses or chronic illnesses as prescribed by law.

Accordingly, Appendix I issued with Circular 105/2023/TT-BQP stipulates 10 diseases exempted from military service registration and not accepted into the regular army, including:

Cases of temporary deferment and exemption from military service in 2025

Military service is deferred for the following citizens:

- Not healthy enough to serve in the army according to the conclusion of the Health Examination Council;

- Being the only worker who must directly support relatives who are no longer able to work or have not reached working age; in a family that has suffered serious damage to people and property due to accidents, natural disasters, or dangerous epidemics confirmed by the People's Committee at the commune level;

- A child of a war invalid or a person infected with Agent Orange whose working capacity is reduced from 61% to 80%;

- Having a brother, sister or sibling who is a non-commissioned officer or soldier serving in the army; a non-commissioned officer or soldier performing duty in the People's Public Security;

- People who are subject to migration and resettlement in the first 3 years to extremely disadvantaged communes under the State's socio -economic development project decided by the People's Committee of the province or higher;

- Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with particularly difficult socio-economic conditions according to the provisions of law;

- Currently studying at a general education institution; currently receiving full-time university training at a university, full-time college training at a vocational education institution during a training course of a training level.

- Standing militia.

Cases of exemption from military service

Exemption from military service for citizens:

- Children of martyrs, children of first-class disabled soldiers;

- A brother or a younger brother of a martyr;

- One child of a second-class disabled veteran; one child of a sick soldier with a reduced working capacity of 81% or more; one child of a person infected with Agent Orange with a reduced working capacity of 81% or more;

- People doing key work are not soldiers or People's Police;

- Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with especially difficult socio-economic conditions according to the provisions of law for 24 months or more.

Note: Citizens who are temporarily deferred from military service will be called up for military service if there is no longer a reason for deferment.

Citizens who are eligible for temporary deferment or exemption from military service according to the above regulations, if they volunteer, will be considered for selection and military service.
