100% of provincial and municipal party secretaries are not local people

Previously, at the Hanoi voters' meeting in early October, General Secretary To Lam said that the deployment of provincial and municipal party secretaries who are not local people is about to be completed. 100% of provincial and municipal party secretaries of 34 provinces and cities will not be local people. In addition, the positions of police director, chief judge of the People's Court, and chief prosecutor of the People's Procuracy have also been arranged to be non-local people.

The General Secretary also stated that in the near future, the "non-local" policy will be expanded to a number of other positions such as Chairman of the People's Committee, Head of the Inspection Committee, Chief Inspector, etc.

The draft Political Report of the 14th Party Congress, which was just announced for public consultation, also stated that, in the 13th term, for the first time, the arrangement of 100% of provincial and centrally-run city Party Secretaries who are not local people will be completed; 50% of provincial-level inspection committee chairmen will not be local people and the arrangement of provincial-level inspection committee chairmen who are not local people will be completed from the beginning of the 2025-2030 term.

At the same time, develop a plan to arrange personnel for the position of Chairman of the People's Committee of the province or city, and Chief Inspector of the province or city who are not local people before and immediately after the 14th National Party Congress.

In Conclusion No. 200 dated October 17 of the Politburo and Secretariat on the results of organizing party congresses at all levels towards the 14th National Party Congress, it is also required to continue to deploy the arrangement of cadres and positions that are not local people, which have been approved in principle by the Politburo and Secretariat.

According to statistics, there are currently 15/34 provinces and cities where the Chairman of the Provincial People's Committee is a local person (accounting for more than 44%), including: Hue; Lao Cai; Lang Son; Thai Nguyen; Bac Ninh; Hung Yen; Ninh Binh; Nghe An; Ha Tinh; Quang Tri; Khanh Hoa; Dong Nai; Tay Ninh; Dong Thap; Ca Mau.
