Promoting the responsibility of the legal team in drafting documents for the 14th National Party Congress

On October 29, in Hanoi, the Vietnam Bar Association held a conference to collect opinions from jurists, lawyers, officials, and members on draft documents to be submitted to the 14th National Congress of the Party.

The Conference was chaired by comrades: Nguyen Thai Hoc, Deputy Secretary of the Party Committee of the Fatherland Front and Central Organizations; Nguyen Khanh Ngoc, Party Committee Secretary, President of the Vietnam Lawyers Association; Dao Ngoc Chuyen, Vice President of the Vietnam Bar Federation .

Also attending the Conference were comrade Tran Quoc Toan, Standing member of the Editorial Board of the 14th National Party Congress Documents; representatives of the Central Propaganda Department, the Central Mass Mobilization Department; members of the Standing Committee, the Executive Committee of the Central Party Committee of the Vietnam Lawyers Association; Secretaries, Deputy Secretaries, and Party Cell members of the Vietnam Bar Federation.

In his opening speech, Comrade Dao Ngoc Chuyen, Vice President of the Vietnam Bar Federation, affirmed: The 14th National Congress of the Party is a major political event for the entire Party, the entire people, and the entire army, and has a particularly important significance in the process of national development. The draft documents submitted to the Congress are the crystallization of the Party's wisdom, mettle, and strategic vision, demonstrating the Vietnamese people's aspiration to rise up for " peace , independence, democracy, wealth, prosperity, civilization, and happiness". The conference was organized to promote democracy, wisdom, and responsibility of the team of jurists and lawyers in perfecting the Party's major orientations.

For the Vietnamese legal team, soliciting opinions on draft documents to be submitted to the 14th National Congress of the Party is not only a political responsibility but also an opportunity for everyone to promote their intelligence, mettle and practical experience in the legal field, contributing valuable opinions on the aspects of building a socialist rule-of-law state, judicial reform, perfecting the legal system and strengthening socialist legality.

At the Conference, opinions focused on discussing, contributing wholeheartedly, objectively, scientifically and based on practical matters on the following contents: Draft Political Report of the 13th Party Central Committee at the 14th Party Congress; Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Party Congress; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposals and directions for supplementing and amending the Party Charter.

Mr. Le Phuc Hy, Party member of the Community Legal Aid Center and Legal Advice for Minors (Party Committee of the Vietnam Lawyers Association) said: The political report has made a general assessment, clearly stating the highlights of the Congress term. Although there are still shortcomings, our country has achieved very important and comprehensive results, with many bright spots. In particular, at the end of the XIII Congress term, our Party and State have made many important and strategic decisions, bringing great success.

Mr. Hy commented that in the key tasks and breakthrough tasks, focusing on priority implementation throughout the term, we see the absence of the issue of "Strengthening and promoting the strength of great national unity in protecting, building and developing the country". In the Action Program to implement the Resolution of the 14th Congress for the period of 2026-2031, this content is not included in the key tasks section. Mr. Hy said that without national unity, there can be no political and social stability and this greatly affects many areas of life. With the motto of "fighting early, from afar" on the ideological front, he suggested that the Central Committee and the Document Subcommittee consider and include the issue of "Strengthening and promoting the strength of great national unity in protecting, building and developing the country" as a key task in the Political Report as well as in the Action Program for the new term to be presented to the upcoming 14th Congress.

Professor, Dr. Phan Trung Ly, former Chairman of the National Assembly 's Law Committee, said that the 14th National Party Congress is a special event, of decisive significance for the future development of the country. Among the main groups of tasks and solutions mentioned in the draft, he is most interested in the group of tasks and solutions to perfect institutions and the group of tasks and solutions to perfect the Socialist Republic of Vietnam.

According to Professor, Dr. Phan Trung Ly, regarding the tasks and solutions to perfect the institution, it is necessary to identify bottlenecks in legislative thinking; innovate legislative thinking, development and creation thinking; legal thinking and power control thinking; integration and digital transformation thinking. Innovating thinking and perfecting the law-making process is one of the pillars of the process of building a rule-of-law state in Vietnam.

With a spirit of responsibility, democracy, science and construction, the Conference on providing comments on the draft documents to be submitted to the 14th National Party Congress is expected to achieve many practical results, thereby promoting the role and responsibility of the team of lawyers in the process of building the Congress documents, while creating high consensus and unity in the whole society on the eve of the 14th National Party Congress.
