XIV Congress Document: Special attention needs to be paid to human resource development

According to Dong Thap officials and party members, it is necessary to build a team of officials, civil servants and public employees with capacity, ethics, responsibility and aspiration to contribute; focus on training digital human resources and high-quality human resources.

Draft documents to be submitted to the 14th National Party Congress have been published to solicit public comments.

Many cadres, party members, businessmen… in Dong Thap province paid attention, studied and contributed ideas. These ideas demonstrated a sense of responsibility, enthusiasm and belief in the country’s development in the new period.

Need to pay attention to human resource development - the decisive factor for long-term growth

Secretary of the Party Committee, Chairman of the People's Council of Doc Binh Kieu Commune Nguyen Van Dinh said that in the new development period, the country has many more important favorable conditions for rapid and sustainable development. However, the world and domestic situation is posing many new challenges. The global economy is fluctuating rapidly, the prices of strategic goods, especially gold prices, are changing continuously; high-tech crimes, transnational fraud, and human trafficking are becoming increasingly sophisticated and complicated. Climate change, natural disasters, and saltwater intrusion are becoming more and more serious, directly threatening people's livelihoods...

According to Mr. Nguyen Van Dinh, the main development targets until 2030 in the draft Political Report submitted to the 14th National Party Congress have demonstrated the strategic vision and aspiration to develop a strong, prosperous and happy country. Compared to current practical results, some targets such as average GDP growth of 10%/year, GDP per capita reaching about 8,500 USD, or the contribution of total factor productivity accounting for over 55% are big goals, requiring very high political determination and creative and innovative ways of doing things. Therefore, Mr. Nguyen Van Dinh believes that it is necessary to innovate the growth model, develop the digital economy, green economy, circular economy and strongly apply science and technology in production and effective management.

Mr. Nguyen Van Dinh assessed that some other targets such as increasing the proportion of processing and manufacturing industry; expanding the digital economy to 30% of GDP; raising the human development index (HDI) to 0.78... are feasible if there are flexible policies, mechanisms to encourage innovation and high consensus of the whole society. In that context, the key solution is to maintain macroeconomic stability, strengthen endogenous potential and improve national competitiveness. Special attention should be paid to human resource development, a decisive factor for long-term growth.

In addition, Mr. Dinh said that it is necessary to build a team of cadres, civil servants and public employees with capacity, ethics, responsibility and aspiration to contribute; focus on training technical human resources, digital human resources, high-quality human resources to meet the requirements of industrialization and modernization of the country; create conditions for all people to study, practice, promote initiatives and aspirations to rise up. The use and worthy treatment of talented people must become a substantial and regular mechanism at all levels and in all sectors.

Mr. Nguyen Van Dinh proposed that along with human development, it is necessary to take good care of people's health, protect their happiness and peaceful life, so that people can work, produce, get rich legitimately, and contribute positively to the common development. Each level and each sector needs to innovate management methods, consider people's happiness as the goal and inspiration for work, and use people's satisfaction as a measure of operational efficiency.

"Respecting people's strength, maximizing the intelligence, enthusiasm and creativity of each person; promoting the strength of solidarity, intelligence and sense of responsibility of the entire nation is the solid foundation to achieve development targets by 2030, bringing our country to progress quickly and steadily on the path of prosperity and happiness" - Mr. Nguyen Van Dinh emphasized.

Breakthrough in scientific and technological development and innovation

Mr. Nguyen Trung Tinh, Deputy Director of Alpha Amin Production and Trade Company Limited (Binh Hang Trung Commune), said that he strongly agrees with the main development goals and targets for the 2026-2030 period stated in the draft Political Report, clearly demonstrating the country's aspiration for rapid and sustainable development.

"However, to achieve the target of an average GDP growth of 10% per year, special attention should be paid to improving labor productivity and transforming the growth model, especially in agricultural localities such as Dong Thap. Currently, this region still depends heavily on raw material production with low added value. Therefore, priority should be given to developing processing industry, biotechnology and circular economy in agriculture and aquaculture to improve production efficiency, reduce emissions and adapt to climate change" - Mr. Nguyen Trung Tinh suggested.

As the leader of one of the first innovative enterprises in Dong Thap, Mr. Nguyen Trung Tinh is very pleased with the orientation in Part VII of the draft Political Report on "Breakthrough in science, technology, innovation and national digital transformation." This is a fundamental content, creating momentum for rapid and sustainable growth in the coming period.

Mr. Nguyen Trung Tinh shared that, from the practical operations of Alpha Amin Company - specializing in researching and producing biological solutions to replace antibiotics in aquaculture, he realized that the current mechanisms and policies to support innovation are still scattered, lack connectivity and have many barriers in accessing capital, intellectual property registration procedures, or piloting new products. Therefore, he proposed that the Party and State promote the "sandbox" mechanism (policy pilot) for innovative business models in the agricultural - environmental sector, allowing businesses to test new technologies within the scope of control; have risk protection policies and encourage venture investment.

To achieve the goal of putting enterprises at the center of the innovation ecosystem, functional sectors need to have specific mechanisms to encourage enterprises to cooperate with institutes and schools in applied research; form regional innovation networks, connecting startups with experts, scientists and investment funds.

For Dong Thap province and the Mekong Delta region, stakeholders should prioritize the development of innovation centers in agriculture and biology, and support businesses in applying biotechnology, digital technology and artificial intelligence in production. This is an inevitable direction to increase productivity and reduce emissions.

Mr. Nguyen Trung Tinh expressed his strong agreement with the regional development orientation based on potential, advantages and adaptation to climate change. He proposed that for Dong Thap and the Mekong Delta in particular, it is necessary to clearly identify the central role of ecological agricultural economy, organic agriculture, associated with deep processing and digital transformation of agriculture; supplement policies to support the training of young human resources with scientific and technological thinking, who know how to apply digital technology to agricultural production, to form a new generation of proactive, creative and integrated agricultural entrepreneurs./.
