At a recent conference with the directors of the Departments of Education and Training of 63 provinces and cities, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, affirmed that the high school graduation exam questions will closely adhere to the output standards of the 2018 general education program, be suitable for students' abilities and the objectives of the exam, reduce pressure and costs while still ensuring quality and being appropriate for students. Students will not need to attend extra classes indiscriminately, and teachers will not provide extra tutoring indiscriminately.

"If teachers teach well every day, every semester, and throughout the school year, then the exam will no longer be stressful," Mr. Thuong said, and suggested that the Departments of Education and Training in all 63 provinces and cities organize mock exams for 100% of students, as this year is the first time the 2018 General Education Program is being tested. The spirit of organizing mock exams is to conduct them in a real way, with real assessments, real test-taking, and using the mock exam results to classify students, based on further knowledge supplementation. The mock exams also help teachers familiarize themselves with this year's new exam organization method.
In a document sent to provincial Departments of Education and Training providing guidance on organizing review sessions for this year's high school graduation exam, the Ministry of Education and Training emphasized the importance of the first year implementing the new exam format. The Ministry requested increased individualization in teaching and review activities for students, guiding them on learning methods, self-study, and knowledge retrieval. It also called for reviewing and classifying students' proficiency levels (achievement levels) to develop plans for class placement and assigning teachers to specific groups for review and enrichment programs.
The Ministry of Education and Training requires schools to organize review sessions for students who need it for entrance exams and high school graduation exams, but to avoid organizing widespread, ineffective, and wasteful review sessions that are not for the right students. Schools should organize a second self-study session to enhance students' self-learning abilities under the guidance of teachers. They should also familiarize 12th-grade students with the exam format and organization methods announced by the Ministry of Education and Training.
