100% of localities must organize mock exams

Regarding the exam, Mr. Ha emphasized that the content focuses mainly on grade 12. The exam must follow the requirements of the 2018 General Education Program, not content outside the program. The exam is distributed in the following direction: 40% at the knowledge level, 30% understanding, 30% application. Thus, 70% is inclined towards preparing for high school graduation. The application part is unfamiliar, not the contexts available in textbooks...

At a recent conference with the directors of the Department of Education and Training of 63 provinces and cities, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, affirmed that the high school graduation exam will closely follow the output standards of the 2018 General Education Program, suitable for the capacity of students and the objectives of the exam, reducing pressure, reducing costs but still ensuring quality, suitable for students. Students will not have to take extra classes, teachers will not teach extra classes.

The Ministry of Education and Training wants localities to organize trial exams to familiarize themselves with the changes in this year's exam.

"If teachers teach well every day, every semester, and all year, the exam will no longer be stressful," Mr. Thuong said and suggested that the Department of Education and Training of 63 provinces and cities organize a trial exam for 100% of students because this year is the first time the 2018 General Education Program is being tested. The spirit of organizing a trial exam is to operate it for real, evaluate it for real, do real tests, and use the trial exam results to classify students, on the basis of continuing to supplement knowledge. The trial exam also helps teachers get used to this year's new exam organization method.

In a document sent to the Departments of Education and Training to guide the organization of this year's high school graduation exam review, the Ministry of Education and Training emphasized the importance of the first year of implementing the innovative exam. The Ministry proposed to increase individualization in teaching and reviewing activities for students, instructing students on learning methods, self-study, and knowledge search. Review and classify students' levels (achievement levels) to have a plan to arrange classes and assign teachers in charge according to the subject to organize review and training.

The Ministry of Education and Training requires schools to organize for students who need to review for entrance exams and graduation exams, not to organize review sessions indiscriminately, not to the right subjects, not to be effective, and to cause waste. Organize for students to study on their own in the second session to enhance their self-study ability based on the guidance of teachers.
