The plan with the message "60 days of action - Substantive transformation - Raising the level of declaring, transparent and modern business households" is deployed nationwide and is a particularly important campaign of the Tax sector to implement the major policy of the Party and State on promoting the sustainable development of the private economic sector in the spirit of Resolution No. 68/2025 of the Politburo on private economic development. The Tax Department directs provincial, municipal and grassroots tax authorities to focus on propagating and guiding business households that are paying lump-sum tax to clearly understand the benefits, voluntarily convert to declaring households or register as small and medium enterprises to enjoy tax incentives. The tax authority aims for 100% of business households to have access to information, guidance and support throughout the campaign.

In addition, the Tax Department also directed professional units to focus on developing and perfecting technical infrastructure, data systems and electronic management tools, synchronously connecting tax authorities and taxpayers, ensuring that taxpayers can carry out registration, declaration and tax payment procedures with "one touch". At the same time, deploy direct and online support programs and mobile support points at traditional markets and commercial streets according to the motto "hand-holding", promptly supporting and answering all problems of business households.
The Tax Department directed localities to set up a 24/7 hotline, handling 100% of feedback within 24 hours; all registration, declaration and electronic tax payment procedures are carried out free of charge, without incurring software costs or fees. During the implementation process, the Tax sector emphasized the requirement to inherit existing business household data for accurate conversion, without missing any subjects; prioritizing support first, monitoring later to help business households get familiar with the declaration process; clearly defining the focal points and responsibilities between tax authorities and local authorities; publicizing and making transparent the process, forms and instructions so that business households can easily follow and implement uniformly nationwide.
After 60 peak days, the Tax sector aims that by January 1, 2026, all households paying lump-sum tax will complete the conversion to the declaration method or business model, contributing to improving transparency, fairness and modernity in tax management of business households.
