Who is the investor of the 2.2 billion USD thermal power plant in Quang Tri?

(PLVN) - If EVN is the project investor, this plant will generate electricity using coal. If not, it will apply to switch to using LNG as proposed by another investor.

Last weekend, a representative of the Power Generation Corporation 1 (EVNGENCO1 - a unit under EVN) confirmed to PLVN that the senior leaders of this "Corporation" had a working session with the People's Committee of Quang Tri province to propose being the investor of the Quang Tri Thermal Power Plant Project (capacity of 1,320 MW) which is currently included in the Power Plan VIII, but has no investor yet, with a total capital of more than 50,000 billion VND.

“This project was previously assigned to a Thai investor, but the investor later stopped implementing it. Therefore, the project does not have an investor yet,” added an EVNGENCO1 representative.

In early February 2025, EVN sent a document proposing that EVNGENCO1 be the investor of this project. EVN confirmed that the group’s affiliated unit has enough capacity, experience, finance… to invest in and operate thermal power plants.

Speaking to reporters from the Vietnam Law Newspaper, Mr. Nguyen Tai Anh - Deputy General Director of EVN said: "The Group is reporting this matter to the Government Office . If EVN invests, this plant will use coal to generate electricity."

Acting Chairman of Quang Tri Provincial People's Committee Ha Sy Dong worked with leaders of EVNGENCO1 in February 2025.

However, the People's Committee of Quang Tri province also expects that if EVN does not invest in the project, the locality will propose to the Prime Minister and the Ministry of Industry and Trade to consider and allow the project to convert from using coal fuel to LNG and add it to the adjusted Power Plan VIII.

Because in fact, not only EVN is interested in the project when at the same time, the joint venture of investors T&T Group Corporation and SK E&S Company Limited also had a working session with the People's Committee of Quang Tri province, with a proposal to invest in converting the fuel of the Quang Tri Thermal Power Plant Project from coal to LNG.

Synthesizing a number of sources, it is likely that EVNGENCO1 will be "selected" as the investor of the project because this "General" is currently the strongest unit in the power generation sector of EVN, with a lot of experience in investing and managing the operation of large thermal power projects such as: Duyen Hai 1 (2x622.5 MW), Duyen Hai 3 (2x622.5 MW), Nghi Son 1 (2x300 MW)...

Accordingly, if selected as the investor, EVNGENCO1 expects the project progress as follows: Survey, feasibility study report preparation, appraisal, project approval from the second quarter of 2025 to the third quarter of 2026. Completion of project agreements with competent authorities from the third quarter of 2026 to the first quarter of 2027. Contractor selection in the third quarter of 2026 - third quarter of 2027. Construction of the plant in the third quarter of 2027. Operation of units 1 - 2 in the fourth quarter of 2030.

After the project comes into operation, the three North Central provinces (Ha Tinh, Quang Binh, Quang Tri) will all have large-capacity thermal power plants invested by EVN and PVN.
