The information was shared by Mr. Pham Kim Dang - Deputy Director of the Department of Livestock Production ( Ministry of Agriculture and Rural Development ) at the regular press conference in July 2023 organized by the Ministry of Agriculture and Rural Development on the afternoon of August 1, in Hanoi.

According to Mr. Pham Kim Dang, the demand for bran for animal feed production is about 4.7 million tons, domestic production is about 4 million tons, so we only import about 0.7 million tons. In the composition of animal feed, rice bran only accounts for 5 - 10%. If India bans the export of extracted bran, we have many alternative solutions, such as wheat bran. Wheat bran has better nutritional value than extracted bran and the price is quite suitable.

Therefore, India's ban on bran exports is not a concern for domestic animal feed production. "Extracted bran is about 6,200 VND/kg and wheat bran is about 6,500 VND/kg. Thus, the Ministry of Agriculture has also found a solution to replace the supply source," Mr. Pham Kim Dang shared.

Agreeing on this issue, Mr. Nguyen Xuan Duong - Chairman of the Vietnam Animal Husbandry Association said that every year Vietnam still imports rice bran from India to use as animal feed. However, the import amount is not too large and does not affect the domestic animal husbandry industry.

Previously, the Vietnam Trade Office in India (Ministry of Industry and Trade) said that on July 28, the Directorate General of Foreign Trade of India issued Notice No. 21 on banning the export of deoiled rice bran (DORB), this order takes effect immediately and lasts until November 30, 2023.

The development comes more than a week after India banned exports of non-Basmati rice. The decision was made amid a significant increase in domestic milk and milk product prices due to a spike in animal feed prices, the main ingredient of which is rice bran or rice bran extract, a major ingredient in animal, poultry and fish feed.

According to data from the Indian Ministry of Industry and Trade, in the first 5 months of 2023, India exported 288,000 tons of rice bran (HS code 23069090), down 21.5% over the same period in 2022. Of which, the amount of bran exported to Vietnam reached 156,000 tons, accounting for 54.1% of India's total exports.

The Vietnam Trade Office in India said that India's ban on rice bran exports, which takes effect immediately, will impact rice bran export contracts that have not yet been delivered.

In particular, Vietnam is a country that imports a large amount of rice bran from India, so it will be risky for Vietnamese import enterprises. Vietnamese import enterprises need to quickly work with export partners in India to check the status of goods and resolve the problem on the basis of the contract.
