An Giang: Superiors 'eat, live and work together' to solve difficulties at the grassroots level

(Chinhphu.vn) - A working group of the Ministry of Home Affairs and the Department of Home Affairs of An Giang province has just had a meeting with 5 communes to resolve difficulties and obstacles in implementing the 2-level government. In particular, leading officials of the Ministry of Home Affairs will work together to directly handle difficulties at the grassroots level.

Overcoming difficulties from the very first days of implementation

Mr. Nguyen Van Du, Deputy Director of the Department of Wages and Social Insurance ( Ministry of Home Affairs ) and the working delegation of the Department of Home Affairs led by Mr. Truong Long Ho, Deputy Director of the Department of Home Affairs of An Giang province, directly went to 5 communes of Hon Dat, Son Kien, Binh Son, My Thuan, Binh Giang to grasp the situation, inspect and guide the solution of urgent issues in the process of implementing the 2-level local government model.

According to the report, the two-level government model in communes is being implemented synchronously, closely following the direction from the Central to the province. Commune-level political agencies have proactively and resolutely carried out their work, ensuring the smooth operation of the apparatus since its establishment. Thanks to that, professional work has not been interrupted, and serving the people and businesses has been given top priority.

However, in addition to positive results, there are still many shortcomings. The organization and personnel at the commune level have not been able to meet the increasing workload, leading to staff overload, making it difficult to ensure quality and progress. The small number of leaders also limits the capacity to manage and advise.

Infrastructure is another bottleneck as many commune headquarters do not have archives due to lack of funding, facilities and specialized human resources, the risk of losing important documents, including previous district-level documents, is increasing. Equipment at the commune is only basic, many items are not up to standard, causing difficulties in operating specialized software and information technology systems.

Faced with this situation, the communes proposed to increase budget investment, upgrade infrastructure, promote staff training and apply electronic storage technology. Regarding human resources, the locality wishes to increase professional staff at district and provincial levels, improve working conditions and information technology infrastructure to attract talent and create connectivity between levels.

Ministry of Home Affairs removes personnel 'bottleneck'

Speaking at the meeting, Mr. Nguyen Van Du highly appreciated the efforts of localities in more than two months of operating the two-level government model, acknowledged that the apparatus has basically operated smoothly and continuously, and frankly acknowledged existing difficulties.

Mr. Du said that the Ministry of Home Affairs has issued Official Letter No. 7415/BNV-CCVC on the plan to ensure personnel at the commune level, orienting 38 job positions. Localities can base on the number of assigned positions to arrange appropriate personnel, ensuring operational efficiency and best serving the people. The Ministry is also coordinating with ministries and branches to complete the list of civil servant job positions, submitting to competent authorities for consideration.

At the same time, the Ministry is focusing on completing many important documents to strengthen the administrative apparatus. Draft decrees amending and supplementing related to the reorganization of public service units, specialized agencies under the People's Committees at provincial and communal levels, job positions and civil servant payrolls are being urgently submitted to the Government for promulgation.

The Ministry also builds an in-depth training program on finance, law, information technology, planning and submits to the Government a decree on selection and policies to attract experts in science, technology, and innovation.

Tighten discipline - foster staff spirit

At the meeting, Deputy Director of An Giang Department of Home Affairs Truong Long Ho gave many directions and proposals to improve the operation of the commune-level apparatus. He requested localities to complete the establishment of the Commune-level Public Administration Service Center, a key step in centralizing public services, creating convenience for people and businesses.

At the same time, to prepare for the upcoming election, he suggested mobilizing experienced staff from previous elections to ensure smooth and effective organization. On the Department side, Mr. Ho said that he had advised the People's Committee to issue two important plans: administrative reform inspection and public service inspection; emphasizing that localities must rectify discipline and public service discipline, and the Chairman of the Commune People's Committee must be responsible if violations occur.

Realizing the increasing pressure of work, Mr. Ho suggested that local authorities should organize cultural and sports exchange activities to nurture the spirit of cadres. According to him, these activities not only help cadres relieve stress but also strengthen cohesion, create an open environment for exchange, sharing, and together solving difficulties at work.

'Eat together, live together, work together' - support for two-level government from practice

Accordingly, after 10 days of working on supporting the local government of An Giang province in operating the 2-level government model, Mr. Nguyen Van Du commented: An Giang is the province with the largest area in the Mekong Delta with 102 commune-level administrative units facing many major challenges. To provide effective support, the unit has prepared documents, carefully studied the regulations and guidelines of the Ministry of Home Affairs and the Government on the arrangement of administrative units, organization and operation of 2-level local government. The goal is to guide localities to apply unified regulations, help the apparatus operate smoothly, and at the same time advise and propose solutions to perfect mechanisms and policies to improve the efficiency of commune-level government operations.

Mr. Du shared that while going to the field and grasping the difficulties, he and his team will solve the most prominent problems within 2 months. The biggest problem at present is the lack of synchronization in the inter-sectoral and inter-sectoral procedures; limitations in information technology infrastructure and network connection greatly affect work efficiency.

Regarding personnel work, Mr. Du proposed to review the arrangement of personnel and increase training. He committed to support the resolution of problems within his authority, and issues beyond his authority would be reported to the Ministry for synthesis and proposal to competent authorities for handling, contributing to improving the quality of consultation and building institutions and policies.

Previously, Minister of Home Affairs Pham Thi Thanh Tra signed a decision to send 34 civil servants, including leaders and specialists of affiliated and subordinate units, to 34 provinces and cities to grasp the situation, guide and support in solving problems arising at the commune level during the operation of the two-level government. The reinforcement period lasts for 2 months, from September 3 to November 3.

Civil servants and public employees are assigned to work directly and coordinate with the Department of Home Affairs, departments, offices, and local functional units to grasp the general situation, difficulties, and obstacles in the process of operating the two-level government, and the results of performing state management tasks in the field of home affairs at the commune level. They also undertake the task of guiding and supporting the removal of difficulties and handling arising problems and obstacles at the commune level under the management of the Ministry of Home Affairs.

The Ministry requires the assigned officials to carefully study relevant documents and materials to perform their tasks well; maintain close contact with the Ministry's Working Group and relevant units; proactively seek guidance on unclear issues and issues without guidance. At the same time, civil servants proactively advise and propose solutions to overcome difficulties, improve mechanisms, policies and procedures to improve the efficiency of two-level government operations.

In addition, local civil servants must report periodically every week and send a final summary report to the Minister as a basis for evaluation and experience for the next periods. They must also strictly comply with the assignment and mobilization of the Ministry; comply with discipline, administrative discipline, regulations and rules of the Ministry and locality. Civil servants can recommend and propose support measures and necessary solutions to complete assigned tasks.

In particular, civil servants are fully supported by the Ministry of Home Affairs with travel expenses, meals, accommodation and other regimes and policies during their working time in the locality according to regulations.
