Efforts to break through from the milestone of July 1, 2025
To implement that policy, the Provincial Party Committee, People's Council and People's Committee of An Giang province have synchronously directed agencies, units and localities to continue to promote comprehensive and extensive administrative reform in all fields, closely following the Administrative Reform Program for the period 2021-2030 and the 2025 Plan . Vice Chairman of the Provincial People's Committee Nguyen Thanh Phong emphasized: The province has urgently reviewed, updated, revised and supplemented plans to organize the implementation of administrative reform tasks in the last 6 months of 2025, meeting the requirements of the two-level local organization model.
In the first 6 months of the year, An Giang has promptly announced and updated the list of administrative procedures (TTHC) , issued internal procedures and electronically processed documents , ensuring transparency and within the prescribed time. The one-stop shop and inter-connected one-stop shop systems at the Public Administration Service Centers at all levels have operated stably, contributing to improving the quality of service to the people.
However, besides the achieved results, the province still has "bottlenecks" that need to be removed: A number of cadres and civil servants have limited capacity and lack experience in implementing administrative reform and digital transformation.
People's digital skills are still weak , they are apprehensive and do not trust online public services. Information technology infrastructure is not synchronized, degraded, and does not meet the requirements of digital government development.
Synchronously deploy many new solutions
According to Vice Chairman Nguyen Thanh Phong, in the coming time, An Giang will continue to carry out key tasks as planned, including issuing the Plan to Improve Governance and Public Administration Efficiency (PAPI) in 2025 , regulating civil servant ethics standards , and establishing the 2025 Administrative Reform Inspection Team .
The province is also preparing the Administrative Reform Plan for the period 2026-2030 , conducting sociological surveys , and launching a provincial-wide administrative reform emulation movement . Along with that, it is building a software system for reporting administrative reform , organizing public service inspections associated with reform, and opening specialized training courses on administrative reform for civil servants at all levels.
Regarding institutional reform, An Giang will organize a conference to deploy the Action Program of the Provincial Party Executive Committee , the Implementation Plan of Resolution No. 66-NQ/TW , and at the same time review and synthesize the content of the resolution to be submitted to the Provincial People's Council at thematic meetings.
In addition, the province will issue documents guiding the implementation of the system for receiving and handling feedback and recommendations on legal documents , as well as providing guidance on job positions and rank transfers for legal civil servants . The Provincial People's Committee also directed departments, branches and sectors to handle 223 resolutions and 312 decisions issued by agencies under An Giang (old) and Kien Giang before July 1, 2025, ensuring consistency after administrative boundary arrangement.

Focus on comprehensive reform in five key areas
Regarding administrative procedure reform, An Giang province focuses on implementing Decree 118/2025/ND-CP and Resolution 66/NQ-CP of the Government , on the "one-stop shop, one-stop shop" mechanism and reducing administrative procedures related to production and business activities. Departments and branches are required to review, simplify and promptly update the list of administrative procedures , and fully publicize internal administrative procedures between agencies.
An Giang continues to improve job positions in administrative agencies and public service units (PSUs) in a public, transparent and appropriate manner to their functions and tasks . The province also directs the development of a plan to reorganize public colleges , following the two-level local government model, and at the same time appraises dossiers for the establishment and merger of provincial-level public service units and associations .
The province continues to advise on strict implementation of personnel work procedures , from recruitment to evaluation, use, and reward. At the same time, deploy procedures for receiving civil servants and public employees to ensure compliance with regulations, objectivity, and transparency.
The Provincial People's Committee directed the review and synchronous implementation of Decrees 151/2017/ND-CP, 114/2024/ND-CP and 50/2025/ND-CP on management and use of public assets. The province maintained the budget management and operation software and applied Circular 23/2023/TT-BTC of the Ministry of Finance to increase the efficiency of state asset use.
Regarding the construction of e-government and digital government, An Giang province considers this an important pillar of administrative reform. The province promotes the application of information technology in management and operation , equips agencies with modern equipment, helping to save costs, time, and improve public service efficiency.
The Provincial People's Committee requires units to maintain the electronic ISO system and update software to suit the new organizational structure after the merger. At the same time, focus on perfecting e-government at all levels , ensuring a synchronous IT infrastructure for the 2-level local government model.
Towards a professional administration serving the people
With high political determination, close direction of provincial leaders and innovative spirit of civil servants, An Giang is affirming its position as one of the pioneering localities in administrative reform in the Mekong Delta region .
Administrative reform is not only a management task, but also a commitment of the government to the people and businesses, taking people's satisfaction as a measure of success. As affirmed by Vice President Nguyen Thanh Phong: "Administrative reform is the foundation for building e-government, improving service efficiency and people's trust".
