An Giang: Bringing digital transformation to every home

From remote communes such as U Minh Thuong to An Minh (An Giang), digital transformation is gradually changing people's lives. Community digital technology groups and youth union members "going to every alley, knocking on every door" have become a force bringing technology to every household, helping rural people access online public services, electronic payments and digital utilities in a simple, easy-to-understand way.

Youth Union members of U Minh Thuong commune go to each house to propagate and mobilize people to participate in digital transformation.

In U Minh Thuong commune, digital transformation is not just a slogan but has become a central task throughout. From 7 am, despite the unfavorable weather, members of the community digital technology team were present at each house, patiently guiding people to install digital applications, create electronic identification accounts or submit applications online. "Due to the characteristics of rural areas, many people still use brick phones. We have to go to every alley, knock on every door, and convince each person so that they understand and boldly approach technology," said Mr. Le Bao Tran, a member of the digital technology team in Minh Thuan B hamlet.

This event is a testament to the spirit of "taking people as the center" that Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of reorganizing the apparatus of the political system emphasized in the process of restructuring the government apparatus and local digital transformation.

Mr. Duong Quoc Khoi, Chairman of the People's Committee of U Minh Thuong Commune, said that the commune has fully concretized the directive documents, established a steering committee for digital transformation, a support team and 26 community digital technology teams. This force coordinates with the police and organizations to organize training and disseminate skills in using online public services, electronic payments, and processing documents online. The motto "going to every alley, knocking on every door" not only helps people get used to digital operations but also contributes to forming a digital community right in the commune.

At Cong Su market, Ms. Tran Thi Thao, a trader, said that previously all transactions had to be done directly, and paperwork was time-consuming. "Now, the commune officials have guided me to set up an account, pay online, and promote products on social networks, thanks to which trading is much more convenient." This small story reflects how digital transformation is gradually improving lives, increasing business efficiency and expanding opportunities for people in remote areas.

U Minh Thuong Commune also pays special attention to protecting people's safety in cyberspace. Propaganda sessions on high-tech crime prevention and warnings about fraud on social networks are held regularly, especially for students and teenagers.

In An Minh commune, the commune has consolidated 18 community digital technology teams and a Youth Volunteer Team for Digital Transformation with 90 members who regularly support the people. These members are the "bridge" that helps people access online public services, register births, make personal documents, submit medical examination and treatment records, borrow capital, etc. Ms. Phung Thi Thao, Hamlet 3, said that thanks to the support in making online marriage registration documents, her husband does not need to take time off work to return to his hometown to complete the procedures as before.

Not only providing administrative support, An Minh digital technology team also helps people apply technology in business. Ms. Tran Thi Huynh Nhu, the owner of a milk tea shop, now not only knows how to register her child's birth online but can also pay electricity and water bills using QR codes and promote her products on social networks.

An important highlight in implementing Plan 02 is the community digital technology team model, the "extended arm" network of the Digital Transformation Steering Committee from the province to the commune level.

The province has 1,035 teams with nearly 8,000 members operating in 100% of hamlets and communes; becoming the most widespread and persistent force in digital transformation work at the local level. These digital technology teams not only support the use of public services, but also reflect the difficulties and problems of the people, helping the government promptly adjust its working methods and improve service quality.

In Kim Qui A hamlet, Van Khanh commune, the community digital technology team has made a clear mark by becoming the closest force to the people in guiding digital skills. Mr. Nguyen Hoang Phi, Deputy Head of the hamlet, said that the team's goal is for each family to have at least one person who knows how to use a smartphone proficiently, becoming a "digital nucleus" in each house. Thanks to that, up to now, more than 90% of people in the hamlet have used smartphones, actively participated in e-commerce, consumed agricultural products online, used VNeID, and made cashless payments.

At An Minh Commune Public Administration Service Center, on average, nearly 2,000 applications are received each day, of which 300 are online. The rate of timely file processing is nearly 97%, and level 2 electronic identification is 90%.

However, the digital transformation journey in localities still faces many difficulties, the elderly are afraid of technology, some households do not have smart devices, but with the spirit of "wherever needed, there are young people, where there is difficulty, there are young people" is helping An Minh overcome each barrier. Secretary of the Youth Union of Hamlet 2, Tran Quoc Nguyen, affirmed that in the coming time, he will promote propaganda, organize digital skills classes, and diversify forms of support so that "each young person is a digital propagandist, each household can access technology in the easiest way"./.
