On May 10, information from the Office of the People's Committee of Thanh Hoa province said that the People's Committee of this province has just issued a document directing agencies, units, and local authorities throughout the province to strictly implement the protection of cultural relics, especially the tombs of kings and lords after the tomb of King Le Tuc Tong was violated (as reported by Thanh Nien ).

Regarding the case of King Le Tuc Tong's tomb being dug up and violated by two Chinese suspects on May 3, the Thanh Hoa Provincial People's Committee requested the provincial police to investigate and strictly handle the suspects' acts of arbitrarily digging and searching for relics and antiquities.

For those who violate cultural relics, especially the tombs of kings and lords, the People's Committee of Thanh Hoa province requires competent authorities to apply strict penalties with sufficient deterrence.

To prevent and strictly handle acts of theft, excavation, salvage, illegal trading and exchange of relics and antiquities in order to protect cultural heritages, the People's Committee of Thanh Hoa province requests the Department of Culture, Sports and Tourism to coordinate with relevant units to review and inventory all historical and cultural relics, archaeological sites, relics and antiquities in the province; at the same time, create detailed records and digitize data for management and avoid loss.

Handling responsibility of the head if the relic is violated

In protecting relics, avoiding loss of property or damage to relics, Thanh Hoa province requires clearly defining the management and protection responsibilities for each level of government, professional agencies, communities and individuals, not general management; at the same time, handling the responsibilities of the heads of agencies and units assigned to manage.

Measures to prevent the encroachment of relics are to establish a system of boundary markers and clear signs about relic areas, archaeological sites, and areas that may contain relics and antiquities.

The units responsible for management must organize regular patrols and guards, especially at important relic areas such as the tombs of kings and lords; archaeological sites, and areas at risk of encroachment.

Use electronic surveillance systems and security cameras in key areas to promptly detect and prevent violations.

In addition to the responsibility of the authorities, the People's Committee of Thanh Hoa province also calls for the role of the community and people to actively participate in protecting cultural heritage, providing information about violations; requiring schools to include content on protecting cultural heritage in theeducation program to raise the sense of responsibility for the younger generation.

Previously, as Thanh Nien reported, on May 3, suspects Deng Zhui (41 years old, passport number EN7117797) and Shen JiangYang (43 years old, passport number EK0544073), both residing in Guangxi province (China), used tools and equipment to explore and dig the tomb of King Le Tuc Tong (in Kien Tho commune, Ngoc Lac district, Thanh Hoa) but found nothing of value.

Working with Thanh Hoa Provincial Police, Deng Zhui and Shen JiangYang confessed that on April 28, the two suspects entered Vietnam from China through Mong Cai International Border Gate ( Quang Ninh ) with the purpose of stealing antiques from ancient tombs of kings or tombs of wealthy people.

When entering Vietnam, the subjects brought with them a metal tattoo stick and a machine equipped with a metal detector. Upon arriving in Thanh Hoa, the subjects bought additional hand-held electric drills, ropes, hand saws, packaging, tarpaulins, gloves, shovels, crowbars, etc., then rented motorbikes to go to the tomb of King Le Tuc Tong to observe.

From morning to evening of May 3, Deng Zhui and Shen JiangYang used tools and equipment to explore and dig at the tomb of King Le Tuc Tong but found nothing of value. Both are being detained by Thanh Hoa Provincial Police for investigation of the act of violating the tomb.
