This requires more clarity and precision in the functions and tasks of each agency, unit, and organization. Based on that, implement the viewpoint that one agency or unit does many things, but one task is only assigned to one agency, unit, or individual. One agency, for example, a ministry, can manage multiple sectors.

The second factor is the issue of staff. Through the arrangement and streamlining of the apparatus, we also streamline the payroll, rearrange and reassign staff so that agencies and units can operate effectively and efficiently.

The third factor is the application of science and technology. Currently, managers must grasp science and technology, have the qualifications to meet the job requirements, meet the requirements of the 4.0 industrial revolution, modern information technology, artificial intelligence, and digital transformation.

The spirit of operating the apparatus must be "right role, right job, right task", assign the best person to do it, clearly define functions, tasks, and authority, because the clearer it is, the easier it is to evaluate and determine responsibilities.

At the same time, promote decentralization and delegation of power along with resource allocation, improve implementation capacity, strengthen inspection and supervision; local decisions, local actions, local responsibilities...
