The People's Committee of Bac Giang province issued regulations on the functions, tasks, and organizational structure of specialized agencies to overcome the situation of overlapping, vacancy, or duplication of functions, tasks, and powers. The implementation of decentralization is carried out seriously, along with power supervision through regulations and statutes, ensuring democracy, transparency, and promoting accountability in agencies and units in the organization of mergers and streamlining the apparatus.
Specifically, after the consolidation and merger, the province reduced the organization of the Party organization and agencies and units. Bac Giang reduced 18 specialized departments and offices in the agencies and units of the Party and the Fatherland Front and socio-political organizations; reduced 25 departments and equivalents in specialized agencies under the People's Committee and People's Council at the provincial level, reduced 22 public service units under the specialized agencies of the People's Committee at the provincial level, and reduced 117 public service units under the People's Committee at the district level. The number of deputy heads of agencies and units is arranged and organized in accordance with regulations.
Typically, the Bac Giang provincial government has merged 12 agencies into 6 agencies. Specifically, the Department of Planning and Investment and the Department of Finance have been merged into the Department of Finance; the Department of Construction and the Department of Transport have been merged into the Department of Construction; the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development have been merged into the Department of Agriculture and Environment; the Department of Information and Communications, the Department of Science and Technology have been merged into the Department of Science and Technology; the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs have been merged into the Department of Home Affairs; the Department of Foreign Affairs and the Provincial People's Committee Office have been merged into the Provincial People's Committee Office. At the same time, the Department of Ethnic Minorities and Religions has been established on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on beliefs and religions from the Department of Home Affairs.
The agencies after the merger will arrange and transfer their functions, tasks, and professional powers, such as the Department of Health will receive the functions, tasks, and organize the apparatus to advise on state management of social protection, children, and prevention and control of social evils; the Department of Education and Training will receive the functions, tasks, and organize the apparatus to advise on state management of vocational education, etc.
Director of the Department of Home Affairs Vu Manh Hung said that in order to streamline the organization of the political system of Bac Giang province, to operate effectively and efficiently, the Standing Committee of the Bac Giang Provincial Party Committee promptly revised and supplemented regulations on appointment and introduction of candidates, regulations on standards for cadre titles; strengthened the role of the staff agency on cadre work, clearly defined collective and individual responsibilities in advising and proposing on cadre work. The work of appointing cadres was carried out seriously and democratically; the stages and steps according to the process were fully implemented, with strict procedures to ensure objectivity, democracy, publicity, transparency, and the right person for the right job. In particular, the role and responsibility of the Inspection Committees at all levels and related units in selecting personnel were strengthened. The units implemented the development, revision, supplementation and promulgation of documents concretizing into regulations on cadre work according to the management hierarchy. At the same time, the Provincial Party Standing Committee regularly directs the review and assessment of the current status of staffing, job positions, and the team of civil servants and public employees of the entire political system; directs relevant agencies to develop a plan for recruiting civil servants, the recruitment process is carried out strictly, publicly, democratically, ensuring the correct conditions, standards, job positions, competition, and compliance with the provisions of law. At the same time, based on the temporary decisions and the list of job positions, job position descriptions, the Provincial Party Standing Committee issues a decision to temporarily approve the list of job positions, the structure of civil servant and public employee ranks for implementation. For state agencies and units that have developed job position projects, on that basis, based on the assigned staffing, the units carry out the assignment and arrangement of staff according to job positions to ensure suitability and meet the requirements of the tasks.

Secretary of the Bac Giang Provincial Party Committee Nguyen Van Gau said that the establishment of new Party Committees, agencies and organizations is an important milestone, marking the transfer of roles and missions to new models and organizations in the Party and the political system. In order for the new apparatus to quickly come into effective operation, Party committees, Party organizations, agencies, units and localities receiving new tasks must immediately get to work. Party Committees directly under the Provincial Party Committee and merged Party committees, with additional functions and tasks, must ensure good inheritance of the tasks of Party organizations that have ended their operations, without interruption, stagnation or omission of work; without gaps, without interrupting the operations of the political system and social life.
At the same time, Party committees and organizations at all levels need to continue to promote and do well the work of political and ideological education, promptly encourage cadres and Party members to promote the traditions of their agencies and units, and a high sense of responsibility in performing assigned tasks; pay attention to directing the full and timely implementation of regimes and policies, ensuring the legitimate and legal rights and interests of cadres, civil servants, public employees, and workers affected by the process of organizational restructuring. Closely follow the regulations and model regulations of the Central Committee; advise on the development and promulgation of regulations on the functions, tasks, organizational structure, working relationships as well as working regulations of their agencies and organizations, ensuring the apparatus operates effectively and smoothly.
Relevant agencies and units focus on urgently completing legal procedures so that newly established Party committees, Party organizations, agencies and units have full legal status to operate and transact. Arrange headquarters, arrange facilities, workplaces, engrave and announce new seals to operate according to regulations. Appointed, assigned, transferred and appointed cadres to hold new positions focus on grasping the work; strengthen solidarity, unity, promote democracy, mobilize collective intelligence of agencies and units; develop work plans and programs and immediately start performing tasks.
The arrangement and consolidation of provincial-level agencies in Bac Giang has achieved remarkable results, creating a solid foundation for the next steps of organizational arrangement. The streamlining and efficiency of the new model not only minimizes overlap and duplication in functions and tasks but also enhances transparency, accountability and effectiveness of state management. This is an important basis for Bac Giang to continue to implement the arrangement of commune-level administrative units, towards eliminating the district level and merging the two provinces of Bac Ninh and Bac Giang into the new Bac Ninh province.
The process of reorganizing the commune level will be carried out based on lessons learned from the provincial level, focusing on improving the organization, clearly defining functions and tasks, while ensuring continuity and not disrupting the operation of the political system. The abolition of the district level aims to optimize resources, reduce management costs, and at the same time strengthen inter-regional connectivity, creating momentum for sustainable socio-economic development. In particular, the plan to merge Bac Ninh and Bac Giang into the new Bac Ninh province is expected to create a strong administrative entity with outstanding economic, cultural and social potential, contributing to promoting the development of the northern region.
To ensure success, Bac Giang will continue to adhere to the Central regulations, promote political and ideological education, effectively resolve the issue of surplus personnel and reasonably arrange the staff. At the same time, the development of new regulations and rules will be carried out urgently and synchronously, ensuring the legality and smooth operation of the apparatus. The results achieved from this process are not only an important step forward in administrative reform but also the foundation for the new Bac Ninh province to promote its potential and become one of the leading localities in the country.
