Hoa Binh strives to disburse public investment capital

Resolutely speed up progress

In 2025, the Prime Minister assigned Hoa Binh province a total public investment capital of more than VND 9,118 billion. Of which, the capital plan assigned to districts and cities is more than VND 1,858 billion. This is an important resource to promote infrastructure development, socio -economy and complete the goals and targets set by the 17th Provincial Party Congress.

However, the pressure on the progress of capital disbursement is high, especially in the context that localities are implementing the rearrangement of the political system apparatus according to the direction of the Politburo and the Secretariat on the reorganization of commune-level administrative units, not district-level ones, which must be completed before June 30, 2025. This reality requires districts and cities, as investors of projects using public investment capital in 2025, to be more urgent and drastic to accelerate the progress of implementation and disbursement of assigned capital.

Notably, the group of key projects of the province using large amounts of public investment capital are facing a lot of pressure on progress, with four projects stuck mainly in the stage of site clearance and land filling, including: Hoa Binh-Moc Chau Expressway Project (section from Km19+000-Km53+000 in the province); Hoa Binh- Hanoi regional connecting road and Son La Expressway (Hoa Binh-Moc Chau); road connecting Luong Son town-Xuan Mai, Hanoi (phase 1); road connecting from Tran Hung Dao street to Dan Chu ward connecting with National Highway 6.

The total public investment capital allocated to the four projects accounts for about 57% of the province's public investment capital plan for 2025. However, with the close and drastic direction of the Provincial Party Committee, the Provincial People's Committee (PPC) and the participation of departments, branches and localities, the progress of the projects is now gradually being resolved, changing positively every day.

According to the People's Committee of Hoa Binh province, by the end of March 2025, the whole province had disbursed more than 1,291 billion VND, reaching 14.16% of the capital plan assigned by the Prime Minister. This is a positive result, higher than the national average rate. However, to complete the annual plan targets, especially in the context of current political tasks, the province needs to continue to promote solutions, strengthen inspection and supervision of the progress of each project, and strictly handle cases of irresponsibility and delay in disbursement. At the same time, continue to review and adjust capital plans between projects, prioritize capital allocation for key projects, urgent works, projects with high disbursement potential and completion in 2025.

More than VND 2,684 billion of the total public investment capital is allowed to be extended to 2025, including: capital for implementing three national target programs (more than VND 103 billion) and capital under the socio-economic recovery and development program (more than VND 2,581 billion), mainly allocated for the Hoa Binh-Moc Chau Expressway Project. This is also the capital source that the province prioritizes for early disbursement to promote the progress of key regional linkage projects, creating momentum for socio-economic development for the province and the region.

Closely follow project progress and quality

2025 is the "sprint" year of the term, the disbursement of public investment capital is identified by Hoa Binh province as one of the top important political tasks, contributing to ensuring the province's growth target, aiming to reach 10% or more. Since the beginning of the year, the Provincial People's Committee has issued six directives to promote the disbursement of the 2025 public investment capital plan. At the same time, four working groups have been established, headed by Vice Chairmen of the Provincial People's Committee, to conduct inspections, urge, and promptly remove difficulties.

Mr. Quach Tat Liem, Vice Chairman of the People's Committee of Hoa Binh province, said: The target is that the disbursement rate of public investment capital in 2025 must reach at least 95% of the plan assigned by the Prime Minister. This is also one of the key tasks in the economic growth management scenario of the province in 2025. To effectively implement this goal, Hoa Binh province is strongly directing departments, branches, units and localities to urgently develop, closely follow and implement detailed public investment capital disbursement scenarios for each month, quarter; each construction and project.

At the same time, the Department of Finance is assigned to closely monitor the disbursement progress of investors, promptly synthesize and report to the Provincial People's Committee weekly and monthly to have a basis for directing flexible and practical management solutions. During the implementation process, the heads of agencies, units and localities are required to uphold their sense of responsibility, grasp the situation, clearly identify difficulties, obstacles and causes of each case of slow disbursement to direct timely handling and resolution.

Comrade Nguyen Phi Long, Secretary of the Hoa Binh Provincial Party Committee, said: In the coming time, all levels and sectors will focus on resolving difficulties and obstacles in implementing key projects; speeding up the progress of inter-regional transport infrastructure projects, large urban infrastructure projects, and essential cultural and social infrastructure projects. At the same time, the province will continue to promote the mobilization and effective use of social resources, creating a breakthrough in investment in developing the infrastructure system, meeting the requirements of rapid and sustainable development.

With high political determination and synchronous solutions, Hoa Binh province strives to successfully carry out the task of disbursing public investment capital in 2025, contributing to the completion of socio-economic development targets, maintaining the target of double-digit economic growth in the last year of the term.
