BHG - Over the past years, the Party Committee and provincial government have paid special attention to and promptly implemented policies and support for people with meritorious services. Through review, the number of temporary and dilapidated houses in the province that need to be renovated and repaired has been approved for nearly 10,800 houses, including 75 houses of people with meritorious services from programs, including: Program to support new construction and repair of houses for people with meritorious services; housing support under the National Target Program (NTP) for sustainable poverty reduction; National Target Program for socio-economic development in ethnic minority and mountainous areas; Program to eliminate temporary and dilapidated houses launched by the Prime Minister and mobilized by localities. The policy of "repaying gratitude" has entered life in a practical way.

In the period of 2019 - 2022, from the program to support housing construction for war invalids, policy families and poor households in border areas launched by the province, Ha Giang has completed building new houses for 239 households with meritorious services. Following the achievements, in 2025, Ha Giang will continue to implement support for building new and repairing houses for meritorious services according to the Government's program. This is a program of great social security significance, ensuring that all meritorious services in the northernmost part of the country are not left behind. To date, the whole province has allocated nearly 3.4 billion VND to 7 districts and cities to build 38 new houses and repair 37 houses. During the implementation process, coordination between levels and sectors to ensure the program ensures the right components and subjects, and prevents acts of taking advantage of policies. The projects comply with civil housing construction standards, ensuring material quality, structural safety and living amenities. Construction is closely monitored during the process.
With high political determination, under the motto "No one is left behind", "everyone contributes what they have, everyone contributes their merits, everyone contributes their property, everyone contributes a lot, everyone contributes a little", the Party committees, authorities, Fatherland Front, and provincial organizations have organized and implemented creative and effective actions. Accordingly, the work of mobilizing and supporting the construction of houses for people with meritorious services has been vigorously implemented, supported by all classes of people, the business community, and philanthropists, bringing about practical results. To date, more than 5,400 solid houses have been started, of which 75 houses for people with meritorious services have been completed with spirit, responsibility, and heart; reaching the finish line more than 100 days ahead of schedule compared to the Prime Minister's request. This is the "fragrant flowers, sweet fruits" of the entire political system joining hands to spread the message of "remembering the source of water when drinking" and "repaying gratitude" for the contributions to the revolution of those who have contributed to the whole province.

Bac Me is one of the typical localities with creative ways, exceeding the plan to eliminate temporary and dilapidated houses for people with meritorious services. Although the district still faces many difficulties, the number of meritorious services has 3 families that need to build new houses and 12 houses that need to be repaired. To speed up the progress of achievements to celebrate Uncle Ho's birthday, Bac Me district has implemented the task of assigning each house to a district and commune cadre and using the implementation results to evaluate the level of completion of tasks during the year of that cadre. Thanks to this method, in just 2 months, 15 spacious and solid houses were completed, not only as a place to live but also as a symbol of gratitude to those who have devoted and contributed greatly to the homeland and country, helping families stabilize their lives. Secretary of the Bac Me District Party Committee, Pham Thi Hong Yen, said: “The district identifies the Program to support the construction of new houses, repair houses for people with meritorious services; and eliminate temporary and dilapidated houses launched by the Prime Minister as a particularly important political task with profound humanitarian significance. From there, the Standing Committee of the District Party Committee has resolutely directed from the district to the commune to mobilize the maximum force of militia, police, military, veterans, youth union members, women and people to participate in supporting working days and materials on the spot. At the same time, calling on organizations, businesses, and philanthropists inside and outside the area to join hands to help families of people with meritorious services to soon have new, spacious houses before the birthday of beloved Uncle Ho. The district also stands up to ensure support resources, guide people with meritorious services to access capital sources from the Social Policy Bank... Up to now, the district has completed 100% of the elimination of temporary and dilapidated houses for people with meritorious services as set out.”
In reality, the process of building spacious and solid houses for meritorious people has mobilized resources. Although the standard housing support level is only 60 million VND for new construction and 30 million VND for repair, each house after completion is worth 150 million VND or more. Those houses full of sacred sentiment and responsibility must have a durability of over 20 years, something that meritorious people have long wished for.

In the new spacious house, Mr. Mai Trung Lien, a 4th-class disabled veteran, residing in Na Han village, Yen Dinh commune (Bac Me) was moved to hang a portrait of President Ho Chi Minh in the most solemn position of the house, right after the Provincial Party Secretary Hau A Lenh personally presented it and pulled the ribbon to inaugurate the house. For Mr. Lien as well as many other meritorious people, this is a priceless asset, a source of happiness and stability with a better life, a worthy reward for the contributions to the revolution of previous generations. Mr. Mai Trung Lien emotionally confided: "I am really happy, I don't know what else to say, I can only thank the Party, the State, the authorities from the province to the commune and the people for helping me and my family have the new house we have always dreamed of".
Removing temporary and dilapidated houses for people with meritorious services in Ha Giang - a movement, many ways of doing, but all have something in common: High sense of responsibility and great determination; although each locality has its own characteristics, regions, and difficulties, up to now the "fragrant flowers, sweet fruits" have helped people with meritorious services have new joy in life.
Dong Yen commune, Bac Quang district is also one of the localities with the most households of meritorious people with housing difficulties in the province. There are no slogans but are concretized by actions, each person has a task, each person has a job. From there, all support, no matter how little or much, is a valuable resource. Chairman of the Dong Yen Commune Veterans Association, Luong Van Do, said, "In recent years, the Commune Veterans Association has directly advised the Party Committee and the commune government to prioritize and care for households of meritorious people and people in difficult circumstances to quickly remove temporary and dilapidated houses to stabilize their lives soon. From there, the Association and each individual veteran in the commune have directly mobilized and encouraged people in the commune and village to join hands and wholeheartedly help households of meritorious people from the smallest things such as manpower, on-site construction materials regardless of time with the highest determination to help meritorious people have new houses before May 19, 2025".
Currently, the whole province has over 20,000 people with revolutionary contributions, of which nearly 900 war invalids and sick soldiers receive monthly allowances. With the highest determination, Ha Giang has successfully implemented the Prime Minister's campaign for 450 days and nights, exceeding the national progress by more than 100 days. 75 houses carry the warmth of the Party's will and the people's love, 100% of households with revolutionary contributions in the province now have a standard of living equal to or above the average standard of living of the local residents. This result is not only a number but also the belief and hope built with new houses. When authorities at all levels do not follow a stereotype, but are flexible according to actual conditions, and aim for a common destination - housing for people with merit - that is when the policy of "repaying gratitude" touches life in the most practical way.
These days, the whole country is organizing many activities to celebrate the 135th birthday of President Ho Chi Minh. Joining the joyful atmosphere of the whole nation and each new solid and spacious house built and handed over to the meritorious people in the northernmost land of the Fatherland is another happy family. The new houses contain hope, faith and new motivation for the families of the meritorious people to rise up in life.
