Urgently complete resettlement infrastructure for Tuyen Quang-Ha Giang expressway project phase 1

The Tuyen Quang - Ha Giang Expressway Project Phase 1 has a length of 104.5 km. The section passing through Tuyen Quang province is newly constructed for 69.7 km with a total investment of VND 8,800 billion. To serve the project construction, a total of 479 households must move to a resettlement area with a total area of ​​38.32 hectares to hand over the site to the construction unit in Yen Son, Ham Yen districts and Tuyen Quang city.

Of which, Ham Yen district has 19 areas, 288 households, area of ​​18.8 ha; Yen Son district has four areas, 146 households, area of ​​14.62 ha; Tuyen Quang city has one area, 27 households with area of ​​1.46 ha. According to preliminary data, as of April 21, 2025, the number of households subject to resettlement land allocation but not yet moved houses along the entire route is 58 households, of which Yen Son district has one household, Ham Yen district has 57 households.

According to records, in most of the resettlement areas of the project, the leveling and handover of land to the people has been completed. In many resettlement areas, people have built houses, and the technical infrastructure has been completed. However, there are still resettlement areas where the ground has just been completed, but the technical infrastructure has not been completed, such as: electricity, clean water supply system, wastewater drainage system, internal roads, etc.

The resettlement area of ​​Phu Huong village, Bach Xa commune, Ham Yen district has just completed the leveling of the ground and the handover of land to households. Mr. Nguyen The Tam, a technical officer of Quang Sang Construction and Trading Company Limited (the construction unit), said that the company is currently mobilizing maximum human resources and machinery to carry out the construction of sidewalks, drainage culverts, and internal roads. The transformer station and power lines are ready to be connected to the people, striving to complete the entire technical infrastructure of the resettlement area by May 2025.

On December 12, 2024, the land plot of Mr. Ly Tien Dung's family in the resettlement area of ​​Bua Nghieu village, Phu Luu commune, Ham Yen district, during the construction of the house, subsided, causing a safety risk. The subsided area has an area of ​​about 6 square meters, a depth of 3.5 meters, and a crack across the concrete road about 4 meters long.

Deputy Director of the Ham Yen District Investment and Construction Project Management Board, Tran Hong Viet, said: Immediately after the incident, Chairman of the Tuyen Quang Provincial People's Committee Nguyen Van Son came to inspect the scene and directed specialized agencies to assess the current situation, determine the cause and propose timely solutions. Up to now, Mr. Dung's family and neighboring households have stopped building houses. The Ham Yen District Investment and Construction Project Management Board has coordinated with relevant agencies to survey and evaluate to determine the level of support for households affected by land subsidence during the construction process.

Meanwhile, at the resettlement area of ​​Tu Quan commune, Yen Son district, with an area of ​​nearly 4 hectares, all construction items have been completed. For 30 households subject to site clearance, the full resettlement land area has been handed over. Many new houses have been built, and people are gradually integrating into the new environment.

Director of the Yen Son District Investment and Construction Project Management Board Nguyen Duc Cuong said: There are four resettlement areas in the district, the handover of land has been completed, households have been drawn to choose plots of land to build new houses. The technical infrastructure of all resettlement areas has been completed, this is a key factor for people to soon stabilize their lives, thereby creating conditions to speed up the project's construction progress.

The Tuyen Quang-Ha Giang Expressway Project Phase 1 is a national key project, of great significance for the socio -economic development, national defense and security of the northern mountainous region. The completed route will become a fast and convenient connecting traffic axis, solving inter-regional traffic congestion from Hanoi through Tuyen Quang province to Thanh Thuy international border gate, Ha Giang.
