To achieve the growth target by 2025, Bac Kan has identified the agricultural and forestry sector to focus on investment and development in industries and sectors to create breakthroughs to ensure growth, including developing medicinal herbs according to the value chain; developing pig farming; raising aquatic poultry and increasing timber exploitation output; exploiting other forest products.

Through analysis and assessment by the professional sector, the potential for the agricultural and forestry sector to grow by 4.3% in 2025 is entirely possible. Because currently, the province is implementing forestry tree planting projects aimed at developing medicinal herbs such as cinnamon and star anise with an increasingly expanding scale, the area of ​​cinnamon and star anise in the whole province reaches 1,243 hectares; at the same time, maintaining an area of ​​over 100 hectares of medicinal plants every year, implementing investment projects in precious medicinal herb growing areas according to the National Target Programs with a scale of 225 hectares, of which the development of raw material areas reaches 150 hectares.

It is expected that the output of timber exploitation and other forest products exploitation in 2025 will also increase quite a bit, in which the exploitation output will increase compared to 2024 by about 23,000 ^m3 of wood/year. People are continuing to convert small timber plantations into large timber trees, planting multi-purpose trees (grafted black canarium, grafted chestnut), intensively cultivating trees with high economic value... also contributing to increasing productivity, bringing value to the forestry sector . The expansion of the forestry road network in previous years also created conditions for people to develop the forest economy, reducing investment costs in production and exploitation, increasing the economic value of planted forests.

In the field of livestock, the province has invested in 45 pig farms, and is expected to continue investing in development in 2025; the output of fresh meat is expected to increase year after year, reaching about 500 tons/year. Poultry and waterfowl farming is also assessed to have development potential due to the short breeding cycle (60 - 90 days/batch), meeting the fastest quantity and output, supplying the food needs of the people, and compensating for the annual output of fresh meat. In addition, the province is planning to invest in 6 livestock projects in Cho Moi and Na Ri districts to expand the scale of development and increase the value of the livestock industry in the area.

Stabilize production activities of industrial projects

In the industrial sector, many mineral processing industrial projects are being invested in and tested and will operate stably in 2025, including the project to build a Feromangan factory with a capacity of 60,000 tons/year of Bac Kan Industrial Development Joint Stock Company and the project to build a Metal Lead factory with a capacity of 20,000 tons/year of Bac Kan Non-ferrous Metal Joint Stock Company in Cho Don district, which are testing the production line and have products. The Bac Kan lead and zinc electrolysis plant project with a capacity of 25,000 tons of zinc/year, 5,000 tons of lead/year, and 30,000 tons of copper/year of Ngoc Linh Company Limited is expected to start production in 2025. Some other projects such as: The paper pulp production project with a capacity of 9,733 tons/year of Hitech International Equipment Joint Stock Company in Vang Muoi Industrial Cluster has been approved by the Provincial People's Committee in principle; The Bac Kan export shoe, sandal, and sole manufacturing and processing factory project of Chung Jye Bac Kan - Vietnam Shoe Manufacturing Company Limited in Huyen Tung Industrial Cluster will start production in 2025; The company is also proposing to invest in additional shoe and sandal manufacturing and processing factories in Ngan Son and Na Ri districts...

To ensure the completion of the industrial growth target in 2025, Bac Kan continues to create favorable conditions for mineral deep processing factories in the province to ensure raw materials for production activities; support mineral processing enterprises to adjust and expand production; support construction material production projects to operate at full capacity, ensuring competitiveness. Along with that, focus on urging the progress of investment in building technical infrastructure of industrial clusters and key industrial works; speed up the completion of the remaining technical infrastructure projects of Thanh Binh Industrial Park Phase I and implement Thanh Binh Industrial Park Phase II project; speed up the progress of implementing the planning of construction zoning for Cho Moi Industrial Park 1 and Cho Moi Industrial Park 2 to attract investment; prioritize the development of infrastructure of industrial parks and clusters from socialized sources...

Regarding construction, the total public investment capital in the province in 2025 is estimated to reach over VND 5,700 billion, an increase of nearly VND 3,400 billion, equivalent to an increase of 2.5 times compared to 2024. A number of important, inter-regional infrastructure investment projects being implemented and completed will also contribute to attracting non-budgetary capital to invest in the province. In 2025, it is expected that about 11 non-budgetary investment projects will be completed and put into operation with a total investment capital of about VND 2,224 billion, contributing to increasing total social investment capital in the province.

Stimulate tourism and trade

To achieve the growth target of the service industry, Bac Kan has determined to strengthen the organization of outstanding cultural and sports events and festivals, such as: Hosting the National Crossbow Championship; National Taekwondo Club Championship; "Autumn Colors of Ba Be Lake" Race in Bac Kan Province in 2025; Bac Kan Culture - Tourism Week in 2025 associated with the 125th anniversary of the founding of Bac Kan Province (April 11, 1900 - April 11, 2025) ..., thereby stimulating the development of tourism and trade in the province.

Along with that, organize a working delegation to participate in promoting and advertising Bac Kan tourism in Europe; effectively implement the Project to develop Ba Be Tourist Area into a National Tourist Area for the period 2022 - 2030, with a vision to 2050; build a database to serve tourism development; research and develop tourism products to attract tourists to Bac Kan.

Research and develop market diversification, seize export opportunities, remove difficulties for enterprises exporting goods of the province; effectively implement solutions to promote domestic market development, promote bringing agricultural products to e-commerce platforms.

Strengthen solutions to promote real estate market development; focus on removing difficulties and obstacles related to land, site clearance, and speed up the implementation of projects to develop residential areas, urban areas, and lease infrastructure in industrial parks and clusters.

To ensure growth as planned, the Provincial People's Committee has directed relevant units to develop growth scenarios for each quarter right from the beginning of the year, unifying the approach, as a basis for departments, branches and localities to implement. Along with that, strengthen leadership and direction of units to perform well the tasks and solutions to promote production and business of enterprises, cooperatives and people; promote the implementation and disbursement of public investment plans; strengthen the direction of the implementation of national target programs; resolutely implement solutions to collect state budget.

Require units and localities to lead, direct and operate resolutely and specifically, clearly assign tasks and responsibilities. Promote the personal responsibility of the head, directly direct and be responsible to the Provincial People's Committee, Chairman of the Provincial People's Committee for the results of implementing tasks in the assigned sectors and fields. Focus on directing to accelerate the progress of key traffic works, soon complete public investment projects in the period of 2021 - 2025, as a basis for proposing projects in the period of 2026 - 2030.../.
