'Doctor' Ha Duy Tho was fined over 100 million VND for practicing medicine without permission

Ho Chi Minh City Department of Health fined "doctor" Ha Duy Tho 104 million VND, suspended medical examination and treatment activities, confiscated exhibits, and forced the removal of advertisements.

In the penalty decision announced on December 5, the Health Department Inspectorate determined that Mr. Tho provided medical examination and treatment services without a business license, had not been granted a practice certificate, and advertised special products and services without the content being confirmed by the competent authority.

In addition, Mr. Tho was also fined for trading in goods of unknown origin, including Pro K and black xạ products with a value of 2.35 million VND.

In mid-November, authorities made a surprise inspection of a house in Phu Nhuan district and discovered that Mr. Tho was examining patients and selling products of unknown origin under the brand name "Dr. Tho". On the examination table, there were many "pre-meal prayer cards", OHSAWA cards with formula number 6 and formula number 7 (macrobiotic method) with information "Dr. Ha Duy Tho". A personal Facebook page named "Dr. Ha Duy Tho" advertised nutritional knowledge and many food products.

Last week, the Inspectorate of the Ho Chi Minh City Department of Health also fined a series of unlicensed medical facilities. For example, VSPACE Company Limited (skin care, 154/8 Nguyen Phuc Chu, Ward 15, Tan Binh District) was fined 160 million VND, suspended operations, and forced to remove advertisements. Sunshine Dental Company Limited (No. 49, 3/2 Street, Ward 11, District 10) was fined 135 million VND, and suspended operations.

Some establishments that advertised in violation of regulations were fined and forced to remove the illegal advertisements. For example, For You Dental Company Limited (23B Ton Duc Thang, Ben Nghe Ward, District 1) was fined VND57 million; SV International Investment Company Limited (215 Nguyen Thuong Hien, Ward 6, Binh Thanh District) VND45 million; IC INTERNATIONAL Company Limited (54 Khai Tri, Ward 6, Tan Binh District) VND70 million.

Director of the Ho Chi Minh City Department of Health Tang Chi Thuong said that more and more people tend to take advantage of cyberspace, creating websites, accounts, pages, groups on social networking platforms (Facebook, Zalo, TikTok, Youtube...) to advertise and introduce medical examination and treatment services, buy and sell drugs and medical equipment illegally, causing many consequences to people's health.

Some people post clips in the form of sharing medical experiences and knowledge, through which they advertise medical examination and treatment at the facility. There are cases of impersonating doctors to advertise medical examination and treatment services, posting content and images that challenge the management agency. Many cases use images and reviews of influential people on the internet, famous artists, and advertising information on newspapers to attract and create trust for people.

People should be careful when choosing medical examination and treatment services. When accessing advertising information on social networks, do not immediately believe it but need to carefully verify through many different channels, especially the Department's Medical Examination and Treatment Information Lookup Portal to learn about the license of the clinic and doctor, to avoid complications that endanger life.

When detecting or suspecting that a medical examination and treatment facility is operating illegally or showing signs of violations, people should call the hotline at 0989.401.155, or report via the "Online Health" application so that the Department Inspectorate can promptly detect and strictly handle the situation.
