Creating real breakthroughs in science , technology and innovation has been and is an urgent requirement. And it is obvious that, to achieve the set goals, strong changes in perception, thinking and working processes are of great significance.

STRONG CHANGE IN PERCEPTION AND THINKING

Looking at reality, we can see that the application of science, technology and innovation has brought about positive results. Many policies and strategies to promote the application and development of science and technology, promote innovation and digital transformation have been put into practice.

Right in Tien Giang province, the application of science, technology and digital transformation has been implemented in many fields, not only in the business sector, but also in state agencies and many other fields.

In particular, most recently, Tien Giang Provincial Party Committee issued Resolution 08 on October 6, 2021, and the Provincial People's Committee issued Plan 370 on December 8, 2021 on digital transformation of Tien Giang province in the period of 2021 - 2025, with a vision to 2030. After a period of implementation, Resolution 08 has brought about positive results, contributing greatly to the socio-economic development of the locality.

Despite achieving certain results, according to the general assessment, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of science, technology and national innovation are still far behind that of developed countries; the awareness of many levels, sectors, cadres, civil servants and people about digital transformation is not complete and profound; research, application of science, technology, innovation has not made any breakthroughs...

Meanwhile, on a general level, the country is facing the context of the 4.0 industrial revolution exploding strongly, digital transformation is taking place widely, and the world is witnessing a fundamental change in the development model.

In response to that urgent need, the Politburo issued Resolution 57, clearly identifying that the development of science, technology, innovation and digital transformation is a strategic breakthrough, the main driving force to promote national modernization, innovate national governance methods, and develop the economy and society rapidly and sustainably.

And this also needs to be unified in the perception that science, technology and innovation are not only supporting means, but must be identified as the foundation for development and the main driving force for the cause of industrialization and modernization of the country in the new era.

Resolution 57 also requires strengthening the Party's comprehensive leadership over the cause of science, technology and innovation development; strongly promoting the leading role of enterprises, entrepreneurs, intellectuals and the entire population in this cause.

This is a profound and comprehensive revolution in all areas of social life, requiring us to act with a spirit of strong, drastic, synchronous and consistent innovation, not allowing old thinking, formal and passive working methods to hinder the development process.

In that spirit, the Central Committee also determined to focus on implementing key tasks such as: Raising awareness of the whole society, especially the business community and policy-making and implementation agencies, about the particularly important role of science, technology, innovation and digital transformation in the cause of national development; making breakthroughs in development thinking, eliminating all outdated cognitive barriers, arousing the spirit of daring to think, daring to do, daring to innovate, daring to take responsibility...

The Central Committee also determined that if we want to progress quickly and steadily in the new era, there is no other way than the path of science, technology and innovation.

KEY DRIVERS

Changing awareness and thinking is a very important step in implementing breakthroughs in science, technology, and innovation. Speaking at the workshop "Digital transformation solutions in state agencies and enterprises implementing Resolution 57 of the Politburo", Deputy Director of the Department of Science and Technology Tran Van Dung said that in the context of increasingly deep globalization, the 4th industrial revolution taking place strongly, and increasingly fierce international competition, Resolution 57 of the Politburo has a particularly important meaning, creating a historic turning point in promoting the country's socio-economic development; creating conditions and a solid foundation for the country in general and Tien Giang province in particular to enter a new era.

Therefore, digital transformation in state agencies is not only a trend, but also an urgent requirement to strongly reform public administration, improve management efficiency and provide online public services to people and businesses. This is an important task to create a transparent, modern and effective e-government.

To achieve this goal, according to comrade Tran Van Dung, we need a synchronous and systematic strategy, with the participation of state agencies, science and technology organizations and the business community.

Digital transformation is not simply the application of technology, but also requires a strong change in the awareness, thinking, working process and service method of each cadre, civil servant and public employee. “Resolution 57 clearly defines the goals and orientations for the development of science, technology, innovation and national digital transformation in a systematic, methodical and breakthrough manner.

The Resolution not only sets specific targets, but also clearly indicates the path and solutions to achieve those goals. The Resolution emphasizes the importance of developing science, technology, innovation and digital transformation, considering this a key driving force for rapidly developing modern productive forces, perfecting production relations, promoting digital transformation is considered a key task, creating a foundation for sustainable and comprehensive development" - Comrade Tran Van Dung emphasized.

Along with the whole country, Tien Giang is also calculating effective steps in applying science, technology and innovation. One of the specific examples is that, as soon as the Politburo issued Resolution 57, the Provincial Party Committee and People's Committee of Tien Giang province issued an implementation plan with specific steps.

On that basis, Tien Giang sets a goal that by 2030, the potential, level of science, technology and innovation will reach advanced levels in many important and strong areas of the province, belonging to the group of provinces with high average income; the level, capacity of technology and innovation of enterprises will reach above the national average, with at least 1 enterprise reaching advanced levels.

Ranking in terms of innovation (PII) is in the top 30, digital transformation (DTI) is in the top 20 provinces and cities nationwide; contribution of total factor productivity (TFP) to economic growth reaches 55%; the proportion of high-tech product exports to total export value reaches at least 50%; the rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%; the rate of enterprises with innovation activities reaches over 40% of the total number of enterprises in the province.

In addition, advanced and modern digital technology infrastructure; gradually mastering a number of strategic technologies and digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, 5G, 6G mobile information, satellite information and a number of emerging technologies; 100% of users have the ability to access fixed broadband at speeds above 1Gb/s, popularizing 5G mobile network services throughout the province; attracting technology organizations and enterprises to invest in research and production in the province...
