Achieving genuine breakthroughs in science , technology, and innovation has been and continues to be an urgent requirement. Naturally, to achieve these goals, significant changes in awareness, mindset, and work processes are crucial.
A DRAMATIC CHANGE IN PERCEPTION AND THINKING
From a practical perspective, it is clear that the application of science, technology, and innovation has been yielding positive results. Many policies and initiatives aimed at promoting the application and development of science and technology, fostering innovation, and digital transformation have been implemented.

Right here in Tien Giang province, the application of science, technology, and digital transformation has been implemented in many fields, not only in the business sector, but also in government agencies and many other areas.
In particular, most recently, the Tien Giang Provincial Party Committee issued Resolution 08 on October 6, 2021, and the Provincial People's Committee issued Plan 370 on December 8, 2021, on the digital transformation of Tien Giang province for the period 2021-2025, with a vision to 2030. After a period of implementation, Resolution 08 has yielded positive results, contributing significantly to the socio-economic development of the locality.
Despite achieving certain results, the overall assessment indicates that the pace and breakthroughs in national science, technology, innovation, and digital transformation remain slow; the scale, potential, and level of national science, technology, and innovation are still far behind those of developed countries; the understanding of digital transformation among many levels, sectors, officials, and the public is not yet complete and profound; and research and application of science, technology, and innovation have not yet made breakthroughs…
Meanwhile, on a broader scale, the country is facing the powerful explosion of the Fourth Industrial Revolution, with widespread digital transformation taking place, and the world witnessing a fundamental shift in development models.
In response to this urgent need, the Politburo issued Resolution 57, clearly defining that the development of science and technology, innovation, and digital transformation are strategic breakthroughs and the main driving forces for the modernization of the country, the reform of national governance methods, and the rapid and sustainable socio-economic development.
And it is also necessary to have a consensus on the understanding that science, technology, and innovation are not merely supporting tools, but must be identified as the foundation for development and the main driving force for the industrialization and modernization of the country in the new era.
Resolution 57 also requires strengthening the comprehensive leadership of the Party over the development of science, technology, and innovation; and strongly promoting the leading role of businesses, entrepreneurs, intellectuals, and the entire population in this endeavor.
This is a profound and comprehensive revolution in all areas of social life, requiring us to act with a strong, decisive, synchronized, and consistent spirit of innovation, and not allow old ways of thinking, formalistic and passive working methods to hinder the development process.
In that spirit, the Central Committee also identified key tasks to focus on: raising awareness throughout society, especially among the business community and policy-making and implementing agencies, about the crucial role of science, technology, innovation, and digital transformation in national development; making breakthroughs in development thinking, eliminating all outdated cognitive barriers, and fostering a spirit of daring to think, daring to act, daring to innovate, and daring to take responsibility…
The Central Committee has also determined that if we want to progress rapidly and steadily in the new era, there is no other way than the path of science, technology, and innovation.
KEY MOTIVATION
Changing perceptions and mindsets is a crucial step in implementing breakthroughs in science, technology, and innovation. Speaking at the workshop "Solutions for Digital Transformation in State Agencies and Enterprises Implementing Resolution 57 of the Politburo," Deputy Director of the Department of Science and Technology Tran Van Dung stated that, in the context of increasingly profound globalization, the strong Fourth Industrial Revolution, and increasingly fierce international competition, Resolution 57 of the Politburo is of particular importance, creating a historical turning point in promoting the socio-economic development of the country; creating solid conditions and foundations for the country in general and Tien Giang province in particular to enter a new era.
Therefore, digital transformation in government agencies is not only a trend, but also an urgent requirement for strong reform of public administration, improving management efficiency and providing online public services to citizens and businesses. This is a crucial task in building a transparent, modern, and efficient e-government.
To achieve this goal, according to Comrade Tran Van Dung, we need a synchronized and systematic strategy, with the participation of state agencies, science and technology organizations, and the business community.
Digital transformation is not simply about applying technology, but also requires a profound change in the awareness, mindset, work processes, and service methods of each official and public employee. "Resolution 57 clearly defines the goals and directions for the systematic, comprehensive, and groundbreaking development of national science, technology, innovation, and digital transformation."
The resolution not only sets specific targets but also clearly outlines the path and solutions to achieve those goals. The resolution emphasizes the importance of developing science, technology, innovation, and digital transformation, considering these as key drivers for the rapid development of modern productive forces and the improvement of production relations. Promoting digital transformation is considered a central task, creating a foundation for sustainable and comprehensive development,” Comrade Tran Van Dung stressed.
Along with the rest of the country, Tien Giang province is also planning effective steps in applying science, technology, and innovation. One concrete example is that, immediately after the Politburo issued Resolution 57, the Tien Giang Provincial Party Committee and People's Committee issued an implementation plan with specific steps.
Based on that, Tien Giang province has set a goal that by 2030, its potential, level of science, technology, and innovation will reach an advanced level in many important fields and strengths of the province, belonging to the group of upper-middle-income provinces; the level and capacity of technology and innovation of enterprises will reach above the national average, with at least one enterprise achieving an advanced level.
The province ranks among the top 30 in innovation (PII) and among the top 20 in digital transformation (DTI) nationwide; the contribution of total factor productivity (TFP) to economic growth reaches 55%; the proportion of high-tech product exports to the total value of goods exported reaches at least 50%; the rate of online public service usage by citizens and businesses reaches over 80%; cashless transactions reach 80%; and the percentage of businesses with innovative activities reaches over 40% of the total number of businesses in the province.
In addition, the province boasts advanced and modern digital technology infrastructure; gradually mastering several strategic and digital technologies such as artificial intelligence, the Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, 5G and 6G mobile communications, satellite communications, and several emerging technologies; 100% of users have access to fixed broadband with speeds above 1Gb/s; 5G mobile network services are widely available throughout the province; and the province attracts technology organizations and businesses to invest in research and production…
