This poses a challenge in training quality human resources to be able to adapt and develop.
In fact, technology is reshaping the labor market, automating many old jobs and creating new occupations that require different skills. Globalization requires workers to be equipped with the ability to work effectively in a multicultural environment, have foreign language proficiency and an understanding of international standards.

“The times” 4.0 are being shaped by speed (access to information, production, trade, transportation). The strict requirements from reality have gone beyond the framework of traditional vocational training. Units and enterprises (DN) need personnel with solid professional knowledge and essential basic skills such as: independent critical thinking ability; creativity; ability to solve complex problems; teamwork skills... Most importantly, it is the willingness to learn, the ability to self-update knowledge and skills to avoid falling behind.
Looking at the reality in Dak Lak, it can be seen that although there is a system of 12universities and vocational training institutions operating, undertaking the function of training and applying scientific research, the human resources for science, technology and innovation are still seriously lacking, not meeting the development needs of the province, so the potential and advantages of the locality in many fields have not been promoted. Most enterprises in the area are small and medium-sized, even micro-small, with limited competitiveness. This makes enterprises "stuck" in investing in innovation and building key products with strong brands.
Another worrying situation is the lack of close connection between vocational training institutions and the business community, leading to many students lacking practical experience after graduation and not being able to immediately meet the recruitment requirements of businesses. A mentality of “fear” of change and a lack of initiative to update new knowledge also exists among some learners.

According to Mr. Tran Quoc Cuong, Vice Principal of Tay Nguyen College, the school has taken bold steps in coordinating with businesses to organize competency assessment exams that are close to practical requirements. Many businesses have expressed their desire to participate more deeply in the process of training vocational students, but "professional" experts have not yet met the requirements for pedagogical certificates as prescribed. Organizing internships at businesses is also limited due to concerns about affecting production progress...
To solve the problem of human resources in the context of "changing times", many experts and managers have made necessary recommendations on policy mechanisms, communication... Mr. Nguyen Phuoc Cuong, Director of FPT Polytechnic College - Tay Nguyen, said that there needs to be a change in appropriate policies, strong enough to attract businesses to actively participate in vocational training, including ordering human resources. Along with that, priority is given to investing in modern equipment for industries and occupations identified as key; supporting vocational training institutions to access funding programs from the Central and international levels. Vocational training institutions also want to build and implement an effective linkage model of "school - enterprise - locality" so that the training process is closely linked to production practices and ensures recruitment output for learners.
Obviously, the problem of human resource training is no longer a story predicting the future but has become an urgent issue that needs to be implemented soon for dual benefits: helping each individual build a career; enhancing the competitiveness of enterprises; opening the door to international integration and ensuring prosperous development for both the local and national economies in the "era of the rise of the Vietnamese people".
