By the end of October 2025, Ms. Nguyen Thi Bich Lan's health insurance card in Thuy Nguyen ward expired. Thanks to the timely information collection agent, she proactively renewed her health insurance card before it expired. Ms. Lan said: "Since switching to using electronic health insurance cards, not printing paper cards, many people do not remember the expiration date of the card, especially for those who are old and have poor memory, this is even more difficult. However, thanks to the enthusiasm and responsibility of the collection staff, "coming to the place, reminding wholeheartedly", participants are also more secure, not worrying about late renewal, affecting their rights".
Not only Ms. Lan, many health insurance participants are also reminded by the collection staff in a timely manner, because maintaining the rate of health insurance renewal participation is one of the targets assigned to collection staff and collection service organizations.
Currently, the Social Insurance agency directly signs authorization contracts to collect social insurance and health insurance with 23 collection service organizations, of which the City Social Insurance directly signs with 5 collection service organizations including: City Post Office, PVI Duyen Hai Company, An Sinh Consulting and Auditing Services Company Limited, PVI Hai Duong , Hai Duong Post Office with a total of 438 collection points and 1,157 collection staff.
Collection service organizations are all arranged with collection points and collection staff according to regulations, convenient for people to contact and complete procedures to participate in voluntary social insurance and family health insurance. In which, the core is the post office collection agent, the unit forming a network of collection staff covering all facilities, closely following each village, hamlet, and residential group. This force is evenly distributed, from the central area to remote areas, ensuring that people anywhere have convenient access to social security policies.
Thanks to the widespread collection network, in the first 9 months of 2025, through collection service organizations, the whole city maintained and developed 91,391 people participating in voluntary social insurance, reaching 76.12% of the committed target in the contract; developed 590,207 people participating in family health insurance, reaching 70.51% of the committed target.
According to Head of the Department of Communication and Subject Development (City Social Insurance) Pham Thi Ngoc Minh, the City Social Insurance regularly organizes training conferences, guides, and disseminates key content on voluntary social insurance and health insurance policies; new points of the Law on Social Insurance; improves propaganda skills, mobilizes people to participate in voluntary social insurance, family health insurance... On that basis, the collection staff apply it to local practices.

Accelerate to the finish line
Despite the encouraging results, the development of social insurance and health insurance participants through collection service organizations is still unsustainable. In addition to objective reasons, the development of voluntary social insurance and family health insurance participants is not commensurate with the potential due to the assignment of targets to each collection point and collection staff, which are not fully staffed and have not been evaluated, and are not linked to the targets assigned by the Social Insurance agency. It is worth mentioning that some collection staff do not have a good understanding of social insurance and health insurance policies, so they have not been able to satisfactorily answer people's questions...
To complete the 2025 target, the City Social Insurance recommends that collection service organizations review the assigned planning targets for each collection point and collection staff to make appropriate adjustments, further strengthen propaganda work, review potential subjects, ensure 100% of participants are notified when the next payment deadline is due, without interruption. Proactively coordinate with grassroots Social Insurance, Party committees, local authorities, and socio-political organizations to review potential groups of people participating in voluntary social insurance and health insurance. Promote communication through forms such as customer conferences, small-group propaganda, 1:1 consultation, etc. In addition, collection service organizations assign targets to coordinate in organizing customer conferences, small-group propaganda targets for each collection point and collection staff in wards and communes, etc.
"The City Social Insurance directs the Social Insurance at all levels to focus on implementing solutions to expand collection points, collection staff, and collaborators. Promote the role of prestigious people in villages and residential groups such as residential group leaders, party cell secretaries, heads of mass organizations, etc. The City Social Insurance will continue to strengthen periodic and unscheduled inspections and supervision at collection points, promptly correct errors, and ensure that collection service organizations and collection staff comply with procedures and regulations," informed Deputy Director of the City Social Insurance Dinh Thi Lan Huong.
