According to the rules, the contest is organized in the form of online tests on the Hue-S digital platform, taking place in 4 weeks, from September 29 to October 26, 2025. Each week, candidates are only allowed to take part in one test. The test consists of 15 multiple choice questions and one prediction question, including a separate set of questions for officials, civil servants, and public employees (CBCCVC) and a set of questions for citizens.
Participants are civil servants and public employees working at agencies and units in the city; and Vietnamese citizens aged 18 and over living in Hue . Members of the organizing committee, expert teams, and support departments are not allowed to participate.
The prize structure is rich, including both individual and collective prizes. Every week, the organizing committee awards 6 individual prizes, of which the first prize for civil servants and public employees is worth 800,000 VND, and the first prize for citizens is 700,000 VND. In addition, many collective prizes will be considered according to the proportion and quality of participation of agencies, units and localities. The summary and award ceremony is expected to take place at the end of November 2025.
The contest is an opportunity to spread the movement of learning and studying about administrative reform, encourage the participation of the whole society, thereby contributing to realizing the goal of building e-government, moving towards digital government and better serving the needs of the people. At the same time, promote propaganda work, raise awareness of civil servants and people about the meaning and importance of administrative reform, contributing to building a modern, effective and serving administration.
