On December 23, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, chaired a meeting of the Provincial Party Standing Committee to listen to and give opinions on the summary report on the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
The draft report summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently” closely follows the outline of the Central Steering Committee; fully inherits the results of the 5-year summary report of the Provincial Party Standing Committee and updates the results of 7 years of implementing Resolution 18-NQ/TW. In addition, the report also clarifies a number of models that the province has effectively implemented before the Central's direction on summarizing Resolution 18-NQ/TW; makes specific proposals for plans to reorganize the apparatus of agencies and units subject to reorganization according to the direction of the Central Steering Committee, the Provincial Steering Committee and plans to reorganize the internal apparatus of agencies and units not subject to reorganization.
According to the draft summary report of Resolution 18, the province is expected to reduce 2 agencies under the Provincial Party Committee, 3 executive committees, 7 Party delegations, 1 Party committee under the province, 7 specialized agency focal points at the department level, and 60 department-level focal points. Of which, for department-level focal points, it is expected to reduce 39 department-level focal points for departments, agencies, branches, and units that are merged, consolidated, and arranged according to the direction of the Central Steering Committee; reduce 21 department-level focal points for departments, agencies, branches, and units that are merged, consolidated, and arranged according to the direction of the Provincial Steering Committee. At the district level, it is expected to reduce 39 specialized departments and agencies.
Concluding this content, Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized that, implementing the direction of the Central Committee, the province has seriously implemented the summary of Resolution 18, ensuring quality and progress. Regarding some contents of the draft report, he suggested continuing to review a number of specialized departments and public service units with similar functions and tasks under departments and branches, especially for departments and branches that will be merged according to the direction of the Central Steering Committee. On that basis, propose a plan for arrangement in the coming time, ensuring the implementation of the goal of streamlining the apparatus in the spirit of lean, compact, strong, effective, efficient and effective. Regarding the policy to support and encourage cadres, civil servants, public employees and workers to retire before the prescribed age, based on the direction of the Central Committee, the province will study and promulgate policies suitable to the actual situation of the locality.
The Provincial Party Secretary also requested the editorial team to absorb the opinions of the members of the Provincial Party Standing Committee at the conference. On that basis, complete the draft report to submit to the Provincial Party Executive Committee for consideration, decision and report to the Central Steering Committee on schedule.
This afternoon, December 23, the Provincial Party Standing Committee held a conference to evaluate and classify the quality in 2024 for Party committees, Party organizations, collectives, and individual leaders and managers under the authority of the Provincial Party Standing Committee; review the collectives and individuals of the Provincial Party Standing Committee members on the implementation of tasks in 2024.
