According to Reuters, a branch of the Gulf of Mexico drug cartel on March 9 handed over five handcuffed members with letters of apology to the police in the town of Matamoros, Tamaulipas state, Mexico, claiming that the move to hand over the members was "to atone for mistakes".

It is understood that these members were involved in the shooting and kidnapping of four American citizens in the town last week, the victims being mistakenly identified as members of another criminal organization that was trying to invade the area.
The two Americans who died, identified as Shaeed Woodard and Zindell Brown, were found to have died from injuries sustained during an attack by gunmen in Matamoros. The bodies of the two victims are being flown home.
According to Mexican media, the shooting also left another Mexican woman dead, possibly due to a stray bullet. There are multiple sources close to the investigation who believe that the men who were turned over were not the real perpetrators of the attack. Meanwhile, the Tamaulipas State Prosecutor's Office declined to comment further on the incident, saying that the investigation is ongoing.
Mexico is a country that has been plagued by kidnappings and disappearances for many years, mostly targeting large numbers of immigrants. This is a significant challenge for the government and authorities of this North American country.
