2024 is an important time for Party committees at all levels to prepare for Party congresses at all levels for the 2025-2030 term. The quality of the congress is related to the quality of the content of the documents submitted to the congress. Therefore, the content of the congress documents must be carefully prepared, ensuring quality and meeting the requirements in the current context.

The success of Party Congresses at all levels will increase the strength of solidarity and unity, enhance the leadership capacity and fighting strength of the Party, and be the driving force for sustainable socio-economic development, firmly ensuring national defense, security, Party building and the political system throughout the country.

Along with personnel preparation, the preparation of congress documents is one of the essential factors determining the success of the congress. Therefore, the preparation of congress documents must be carried out scientifically, seriously, with innovation in the way of doing things, ensuring real quality, fully reflecting the new reality of the country. This is a very important job.

At the first meeting of the 14th Party Congress Document Subcommittee in Hanoi, the late General Secretary Nguyen Phu Trong emphasized: In the process of building documents for the 14th Party Congress, it is necessary to smoothly combine theoretical research with summarizing practical development in the fields of politics, economics, culture, society, national defense, security, and foreign affairs; with building the Party and the political system, synchronously forming institutions for rapid and sustainable development of the country based on the pillars of the Vietnamese socialist-oriented market economy, the Vietnamese socialist rule-of-law State, and Vietnamese socialist democracy.

The late General Secretary Nguyen Phu Trong pointed out that the Congress Documents, including the Political Report of the 14th Congress, are the product of collective intelligence, a collective work of the entire Party, the entire people, and the entire army. Therefore, it is necessary to promote democracy, promote collective intelligence, and accordingly, there must be participation and contributions from central agencies, departments, ministries, branches, localities, socio-political organizations and the people; and seek the participation and contributions of former leaders, intellectuals, researchers, and managers. In particular, it is necessary to focus on exploiting the results of domestic and international scientific research, distilling the research results of special national political theory scientific research programs and topics for the period 2021 - 2025, national science and technology programs for the period up to 2030, with a vision to 2045... In the process of discussion, it is necessary to be open-minded, listen, respect each other's opinions, create high consensus, especially on new and difficult issues. The Political Report must be the central report, must reach the level of viewpoints, guidelines, and major policies; the socio-economic development strategy report is a thematic report, ensuring no duplication; consistent with the Party's viewpoints and policies on national development in the 2026-2030 period, with a vision to 2045, contributing to continuing to supplement and develop our Party's theoretical awareness of socialism and the path to socialism in our country.

2. Implementing the direction of the Politburo, Binh Thuan province is urgently deploying the contents of the work to prepare for the 15th Provincial Party Congress and the grassroots Party Congress. With the viewpoint of directing the documents serving the congress to ensure quality and progress, up to this point, Binh Thuan has completed the establishment of subcommittees, drafted documents to be submitted to the 15th Provincial Party Congress, term 2025 - 2030; Outline of the Political Report, Outline of the Review Report of the 14th Provincial Party Executive Committee and documents serving the 15th Provincial Party Congress.

Recently, Provincial Party Secretary Nguyen Hoai Anh chaired a meeting of the Document Subcommittee of the 15th Provincial Party Congress, term 2025 - 2030. At the meeting, the members of the Subcommittee focused on discussing and contributing opinions on the above drafts. Through the discussion, the delegates basically agreed with the content of the drafts of the Document Subcommittee, and at the same time requested that the political report must study and fully evaluate the content of the results of the term 2020 - 2025, must ensure brevity, focus, key points, in which the goals, targets, and solutions must be consistent; the Congress theme must be concise, easy to understand, easy to remember, and highly effective...

Provincial Party Secretary Nguyen Hoai Anh acknowledged and highly appreciated the specific, accurate and responsible opinions of the delegates attending the meeting, and at the same time requested the Support Unit to synthesize, research and absorb the opinions to advise the Document Subcommittee to draft documents to ensure quality. In particular, it is noted that the construction of the Political Report to be submitted to the Congress must have a focus, key points, ensuring progress and quality, both inheriting the experience of the previous term and having innovation. The part evaluating the direction and results of the 2025-2030 term must clearly state the advantages, difficulties and intertwined challenges; targets, tasks, solutions and breakthroughs must be close to the actual situation of the province. The Provincial Party Secretary also requested the Support Unit to absorb the opinions of the delegates attending the meeting to study and supplement the draft of the Review Report to ensure progress.

In fact, through the congress terms, besides the advantages, the work of drafting documents and congresses still has limitations and shortcomings; including the phenomenon of local Party committees and Party organizations in agencies, units and enterprises drafting political reports that are too formalistic, not ensuring objectivity and honesty. The contents of orientation, key tasks and breakthroughs are not close to reality, not meeting the requirements and development tasks in the new situation... To overcome the above limitations, more than ever, the task is that Party committees at all levels need to clearly define their mindset and responsibility to actively participate in preparing congress documents, thereby bringing about the best results.
