
Promoting international cooperation and technology development on cybersecurity
Regarding the draft Law on Cyber Security, Minister Luong Tam Quang emphasized that submitting this law to the National Assembly for approval is an important step in perfecting the legal basis in the field of cyber security protection, while creating favorable conditions for organizations, businesses and individuals in ensuring cyber security, in accordance with international commitments and standards, meeting the requirements of cyberspace management and protection, promoting research and technology development, enhancing competitiveness and international cooperation.
The draft Law on Cyber Security is built on the basis of merging the 2018 Law on Cyber Security and the 2015 Law on Network Information Security, ensuring that the functions and tasks of ministries and branches do not change; and that new policies are not created, in accordance with the spirit of Resolution 18 of the Central Executive Committee on "a task is assigned to only one agency to preside over and take primary responsibility".
The drafting agency closely follows the conclusions of the National Assembly Standing Committee, only regulating contents under the authority of the National Assembly, not repeating the provisions of other laws; issues that frequently change will be regulated in the direction of frameworks and principles, and assigned to the Government and ministries for detailed regulations.
The Minister stressed that cyber security is a global challenge that no country can guarantee on its own. Therefore, strengthening international cooperation, information sharing, and coordination of actions between countries is an inevitable requirement.

In Vietnam, the Ministry of Public Security is assigned to take the lead and coordinate the national cybersecurity incident response alliance, with the participation of the Ministry of National Defense, the Cyber Warfare Command and many businesses and organizations.
The Ministry of Public Security has established the Cyber Security Association, chaired by the Minister, and assigned the Department of Cyber Security and High-Tech Crime Prevention and Control as the standing unit to coordinate activities. The Association brings together organizations, businesses, and individuals to cooperate in responding to and overcoming cyber security incidents.
Minister Luong Tam Quang said that the recently signed Hanoi Convention on Cybercrime is a testament to Vietnam's efforts in international cooperation, with great contributions from the Cyber Security Association, businesses and individuals. The Convention stipulates that each member country designates a contact point available 24/7 to support investigations, prosecutions, and data evidence collection, contributing to increasing global coordination capacity in the fight against cybercrime.
Currently, civil, organizational, and business information systems are widely interconnected; therefore, ensuring network security must be implemented in a unified and synchronous manner. All civil-related information systems need to be connected to the National Cyber Security Center for monitoring, detection, warning, and timely guidance on how to fix problems, not allowing them to spread or paralyze the system.
The Minister stated that the nature of ensuring cyber security is to fight and prevent cybercrime, requiring close coordination between countries in sharing information, collecting evidence and electronic data.
The drafting agency is also internalizing the provisions of the United Nations Convention on Cybercrime Prevention and Control, while reviewing and perfecting regulations on civil code management, security encryption, and developing national technical standards and regulations in this field, in line with the orientation of digital economic development, innovation, and ensuring national security.
Suitable for digital transformation and 2-level government organization

Minister Luong Tam Quang said that the draft Law on Protection of State Secrets (amended) was developed to actively contribute to the work of protecting national security, ensuring social order and safety, while meeting the requirements of science and technology development, innovation, digital transformation and the organization of two-level local government.
The drafting agency will take full advantage of the opinions of National Assembly deputies to revise regulations on the interpretation of terms, supplement electronic data forms, clarify concepts such as LAN, electronic documents containing state secrets; and at the same time, supplement the decree guiding the implementation of processes and procedures for handling confidential documents in the electronic environment to meet the requirements of science and technology development and national digital transformation.
The draft also adds authority to the commune level in copying and handling state secrets, facilitating professional work associated with the implementation of two-level local government.
To simplify administrative procedures, the drafting agency will make adjustments in the direction of directly assigning authority to deputies, eliminating authorization procedures; at the same time, eliminating procedures for requesting permission to take state secret documents out of storage for work purposes, but will add regulations on controlling and protecting documents when taking them out and back, ensuring absolute safety of state secrets.
In addition, the Ministry of Public Security will revise regulations on the protection period, extension, declassification, and destruction of state secret documents to suit practical needs, both meeting protection requirements and facilitating professional work.
Minister Luong Tam Quang added that the drafting agency will also thoroughly decentralize to localities, especially the commune level, increasing authority and responsibility in state secret protection activities, and at the same time report to the Government on related basic contents to continue perfecting the draft.
