Ensuring the quality of draft laws and resolutions submitted to the National Assembly for approval

Vice Chairman of the National Assembly Nguyen Khac Dinh requested that the committees in charge of the review urgently coordinate with relevant agencies to complete the explanatory reports, receive and revise the draft laws and resolutions to ensure quality, and promptly send them to National Assembly deputies, ensuring enough time for research before voting for approval.

On the morning of November 19, after 2.5 days of urgent and highly responsible work, the 39th Session of the Standing Committee of the National Assembly closed, completed the entire program.

Reviewing some of the main contents of the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee focused on giving opinions on accepting and explaining 9 draft laws and 1 draft resolution with complicated contents and many different opinions; considering and deciding on the arrangement of district and commune-level administrative units in the 2023-2025 period of 12 provinces and cities.

In addition, the National Assembly Standing Committee approved 3 draft resolutions and commented on 2 draft resolutions at the request of the Supreme People's Court to ensure conditions for implementing the Law on Organization of People's Courts, effective from January 1, 2025.

At the same time, it was agreed to submit to the National Assembly for approval the proposal to appoint judges of the Supreme People's Court and consider solutions to continue to remove difficulties caused by the impact of the Covid-19 pandemic.

According to the Vice Chairman of the National Assembly, the meeting took place right after the end of the first phase of the 8th Session. The time was very tight, but the Committees in charge of the content were prompt and active in receiving and revising based on the opinions of National Assembly deputies at the recent discussion sessions, working with high efficiency to promptly prepare documents to submit to the National Assembly Standing Committee at the meeting.

The Standing Committee of the National Assembly agreed that these projects and drafts were basically qualified to be submitted to the National Assembly for approval at the second session of the Session. Regarding the three projects: the Data Law, the Electricity Law (amended) and the Public Investment Law (amended), based on the review of documents and the determination of the agency in charge of the appraisal and the drafting agency, the Standing Committee of the National Assembly agreed to complete the drafts for approval at this Session.

Vice Chairman of the National Assembly Nguyen Khac Dinh requested the Committees in charge of the review to closely follow the conclusions, promptly coordinate with relevant agencies to complete the reports on acceptance and explanation and draft laws and resolutions to ensure quality, and promptly send them to National Assembly deputies, ensuring enough time for research before voting for approval.

At the same time, it is necessary to continue to thoroughly grasp and comply with the direction on innovation in law-making thinking in the process of completing drafts, ensuring that the laws passed meet well and effectively the requirements of the new situation.

For draft laws and resolutions that have been commented on in writing by the National Assembly Standing Committee, the National Assembly Committees in charge of the content continue to closely coordinate with Government agencies, focusing on absorbing and comprehensively revising both the content and technique of the draft laws and resolutions to ensure the highest quality when submitted to the National Assembly for consideration and approval.

Regarding other contents under the authority of the National Assembly Standing Committee to be considered at this session, it is recommended that agencies actively review and complete the draft resolution approved in principle by the National Assembly Standing Committee to submit to the National Assembly Chairman for signing and promulgation, as a basis for implementing the next important activities in stabilizing the organization of local government apparatus as well as effectively implementing the Law on Organization of People's Courts 2024.

The Supreme People's Court continues to coordinate with the Judicial Committee to complete two draft resolutions: Regulations on ranks, conditions for upgrading ranks, number, and structure of the proportions of People's Court judges; Amending and supplementing resolutions of the National Assembly Standing Committee on salary regime, position allowances, and judicial titles in the People's Court according to the opinions of the National Assembly Standing Committee to continue submitting to the National Assembly Standing Committee for consideration and approval at the December meeting.

The Vice Chairman of the National Assembly stated that tomorrow, the National Assembly will continue to enter the 2nd Session of the 8th Session. The immediate key task is for relevant agencies to focus highly and carefully prepare the contents for the Session to be a great success, completing the important contents set out, especially the biggest legislative task since the beginning of the term.

In addition, relevant agencies also need to proactively prepare the content of the regular meeting in December (expected to open on December 10, after the end of the 10-day session), in which the National Assembly Standing Committee's Work Program for 2025 will be considered and approved.
