Ensuring harmony between the interests of coastal and non-coastal localities

Speaking at the opening ceremony of the conference, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan affirmed: The conference to announce the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment until 2030, with a vision to 2050, is a meaningful event, affirming the determination and strategic vision to concretize the implementation of the Party's policies on sustainable development of the marine economy; ensuring the effective and equitable exploitation and use of resources on the basis of harmoniously combining socio-economic benefits, environmental protection and national defense and security in coastal areas, islands, archipelagos, seas and airspace under the sovereignty, sovereign rights and national jurisdiction of Vietnam.

According to Deputy Minister Vo Tuan Nhan, Resolution No. 36-NQ/TW dated October 22, 2018 of the Central Party Executive Committee on "Vietnam's sustainable marine economic development strategy to 2030, vision to 2045" affirmed that it is necessary to develop the marine economy on the basis of green growth, biodiversity conservation, and marine ecosystems; ensure harmony between economic and natural ecosystems, between conservation and development, between the interests of coastal and non-coastal localities; strengthen linkages and restructure sectors and fields towards improving productivity, quality, efficiency and competitiveness; promote the potential and advantages of the sea, creating momentum for the country's economic development.

In addition, to contribute to the realization of Resolution No. 36-NQ/TW of the Central Party Executive Committee, the Government issued Resolution No. 48/NQ-CP dated April 3, 2023 on the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment until 2030, with a vision to 2050. The Ministry of Natural Resources and Environment organized this event with the hope of receiving attention and support to effectively implement the "Strategy for sustainable exploitation and use of resources and protection of the marine and island environment until 2030, with a vision to 2050".

At the Conference, Ms. Ramla Khalidi, Resident Representative of the United Nations Development Program (UNDP) in Vietnam, emphasized three recommendations from UNDP for the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment to 2030, with a vision to 2050.

First, once the Strategy is approved, the Government needs to accelerate the development and approval of a marine spatial plan (MSP), which is essential to harnessing the enormous potential of a sustainable ocean economy. UNDP and Norway are honored to support and participate in the development of the MSP.

Second, Vietnam’s seas and islands are currently exploited by many different sectors but with limited coordination. Strengthening governance and coordination in the marine economic sectors (such as tourism, maritime transport, fisheries, industry, energy exploration and development, planning, investment and environment) is crucial for the successful implementation of the Strategy as well as other important policies on seas and islands.

Finally, international support for technology transfer and sustainable finance will be essential to drive change and is also one of the key objectives of Resolution 48. UNDP recommends that Vietnam learn from the experiences of other countries and development partners in implementing the Strategy, especially as many marine resources transcend national borders and will require international cooperation for effective and long-term management.

Speaking at the Conference, Mr. Nguyen Van De - Vice Chairman of Nghe An Provincial People's Committee, said: Nghe An is a province with a coastline of 82km, with great potential for marine economic development... In recent times, the Provincial Party Committee, People's Council, and People's Committee of Nghe An province have paid special attention and focused on directing the exploitation and development of marine economy, in which the core activities are tourism activities, marine services, port development activities and coastal industry... Thereby, gradually turning Nghe An into one of the strong marine economic centers of the North Central region, contributing to connecting the marine economy of the region, the whole country and the world.

Currently, the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, has sought opinions from ministries and branches and will be submitted to the Government for approval in the coming time. Regarding the expanded urban space of the city, Cua Lo town will merge with Vinh city, forming a modern and developed coastal city. The goals and tasks are linked to the national marine spatial planning and the master plan for sustainable exploitation and use of coastal resources for the period 2021-2030, with a vision to 2045.

With the policy of focusing on the sea and getting rich from the sea, in the coming time, Nghe An province will focus resources on accelerating the construction of Nghe An to become a strong province in the marine economy of the North Central region, with a synchronous and modern socio-economic infrastructure, high resilience to natural disasters, epidemics and effective adaptation to climate change and rising sea levels; gradually preventing and repelling the increasing trend of pollution, marine environmental degradation, coastal landslides and sea encroachment; forming a marine culture, restoring and conserving marine ecosystems. Closely combining the development of the marine and island economy with ensuring national defense - security, protecting territorial sovereignty. Accelerating the construction and development of economic zones, industrial parks, logistics services, urban areas, coastal tourism areas in the direction of approaching ecological models, attracting investors, contributing to making Nghe An a locality with fast and sustainable socio-economic development.

Speaking at the Conference, emphasizing the maritime strengths of Ha Tinh, Mr. Nguyen Hong Linh - Vice Chairman of Ha Tinh Provincial People's Committee, said: With a coastline of more than 137km, Ha Tinh has many strengths to develop the marine economy.

With recent efforts, Ha Tinh currently has nearly 1,500 investment projects with a total registered capital of more than 454,000 billion VND, equivalent to more than 18 billion USD. Of which, there are 1,400 domestic projects with a total registered capital of more than 137,000 billion VND, and 68 FDI projects with a total registered capital of 16 billion USD, equivalent to more than 317,000 billion VND. Among them, there are projects related to the marine economy.

To implement the Strategy for sustainable exploitation and use of resources and protection of the marine and island environment by 2030, with a vision to 2050 according to Resolution No. 48/NQ-CP dated April 3, 2023 of the Government, the People's Committee of Ha Tinh province aims for specific goals such as: By 2030: Marine and island resources are exploited reasonably and used effectively to rapidly and sustainably develop marine economic sectors and coastal areas, especially key marine economic sectors; Marine environmental pollution is controlled, prevented and minimized; sources of pollution from land and sea, marine environmental incidents, and ocean plastic waste pollution are monitored, controlled and effectively managed. By 2050, Ha Tinh aims to exploit marine and island resources reasonably and use them effectively on the basis of green growth, conserving marine biodiversity, a clean marine and island environment, and a society in harmony with nature.

Taking note of the comments, Deputy Minister Vo Tuan Nhan said that the Conference on the announcement of the Strategy for sustainable exploitation and use of resources, protection of the marine and island environment until 2030, with a vision to 2050, is an important tool to concretize the "National Master Plan" and create a basis for managing activities of exploitation and use of resources, environmental protection, and conservation of marine ecosystems effectively; contributing to the formation of strong marine economic sectors, creating more livelihoods for people; ensuring national defense and security, maintaining sovereignty, sovereign rights and national jurisdiction at sea.

The Ministry of Natural Resources and Environment will synthesize and absorb valuable opinions at the Conference to direct the implementation of Resolution No. 48/NQ-CP dated April 3, 2023 of the Government on the Strategy for sustainable exploitation and use of resources, protection of marine and island environment until 2030, with a vision to 2050 and focus on completing the approval of the National Marine Spatial Planning, ensuring quality to contribute to realizing the goal of making Vietnam a rich and strong country from the sea.
