Ensure budget for free textbooks before 2030

The State ensures the central budget to provide free textbooks for students of public general education institutions, striving to complete this goal before 2030 and provide free textbooks and tuition for the subject of National Defense and Security Education at universities and vocational education institutions.

This content was proposed by the Ministry of Education and Training in the draft resolution on a number of special and outstanding mechanisms and policies in the field of education and training. According to the Ministry of Education and Training, this is also an unprecedented content in current regulations. This regulation aims to legalize the regulations in group of tasks and solutions No. 5 of Resolution No. 71 (on breakthroughs in education and training development) of the Politburo .

The policy contributes to reducing the financial burden on society, demonstrating the Party and State's concern for general education , ensuring that all students have textbooks to study; implementing equity in education, demonstrating the Party and State's concern, ensuring that all students, regardless of circumstances, have the minimum learning conditions.

The draft proposes that the Minister of Education and Training is responsible for presiding over the organization of implementation and deciding on the use of a set of textbooks to be applied uniformly nationwide according to a suitable roadmap, ensuring efficiency and savings.

Previously, Resolution 71 of the Politburo stated the task of reviewing and evaluating the implementation of the general education program; ensuring the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030.

Resolution 281 on the action program to implement Resolution 71, the Government assigned the Ministry of Education and Training to review and complete the general education program, increase the duration of science, technology, information technology, and arts subjects. Ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year; implement the roadmap to provide free textbooks to all students by 2030.

In fact, the 2018 general education program was implemented in schools from the 2020-2021 school year with a program of many textbooks (according to Resolution 88 of the National Assembly). The first year of implementing the replacement of grade 1 textbooks with 5 sets of textbooks.

In the second year, implementing grades 2 and 6, the whole country only had 2 sets of textbooks. In the third year, implementing grades 3, 7, and 10. By the 2024-2025 school year, a new textbook replacement cycle had officially ended.

Thus, to have a set of textbooks used nationwide in the next school year as directed by the Government, the Ministry of Education and Training must organize an assessment and summary of the implementation of the 2018 textbook program. From there, a standard framework can be created to implement a unified set of textbooks.

There are also many opinions being put forward, including options that the Ministry of Education and Training can choose from, such as writing a new set of textbooks, inheriting an existing set of textbooks, or selecting books from existing sets of textbooks.
