Ensuring the supply of goods during Tet (Lunar New Year):

Anticipating a 3% to 20% increase in consumer spending during the Lunar New Year (Tet) holiday in 2026, Hanoi City has implemented a comprehensive set of solutions to ensure the supply of essential goods and services for its citizens.

The city has requested businesses to prepare ample supplies of goods, stabilize prices, and strengthen market inspections to prevent shortages and price violations.

Proactively stockpile large quantities of goods to serve the Tet holiday.

According to Nguyen The Hiep, Deputy Director of the Hanoi Department of Industry and Trade, in preparation for the New Year and Lunar New Year (Year of the Horse 2026), the Department has advised on and issued plans to stabilize the market, stimulate consumer demand, implement concentrated promotional programs, and ensure food safety. To date, 19 businesses from Hanoi and several other provinces have participated in the price stabilization program, supplying goods through approximately 10,700 sales points, including 131 supermarkets, over 6,000 general and specialized stores, and 245 market stalls.

The volume of essential goods needed for Tet (Lunar New Year) is based on the demand for the three months before, during, and after Tet. Estimated needs include approximately 301,000 tons of rice; 60,000 tons of pork; 20,000 tons of chicken and duck; 401 million eggs; 334,000 tons of vegetables; and over 16,000 tons of seafood. Businesses are instructed to increase their reserves by 10-20% compared to a normal month to ensure supply...

"In addition, the city maintains 170 safe agricultural production-consumption chains, 1,327 safe food supply chains, and more than 3,400 certified OCOP products, contributing to increasing the supply of quality food," said Mr. Nguyen The Hiep.

In particular, in 2025, the Department of Industry and Trade coordinated with localities to organize approximately 30 trade promotion events, including fairs, exhibitions, and fruit and agricultural product weeks, aiming to bring goods from various regions to serve consumer needs in the capital city. More than 4,000 regional specialties and 3,463 OCOP products from Hanoi have been connected to the distribution system.

On the distribution and retail side, although there are still more than two months until the Lunar New Year of the Horse 2026, many large distribution systems have already activated their plans to prepare goods. According to representatives of several retailers, the Gregorian New Year and the Lunar New Year 2026 are more than a month apart, creating enough time to prevent consumer demand from becoming as concentrated as in previous years.

According to Nguyen Thi Thu Hang, Director of Go! Thang Long Supermarket, anticipating a 20% increase in purchasing power during the 2026 Lunar New Year compared to normal days, the supermarket system has proactively stocked up on goods early, increasing the quantity by 10% - 20% to ensure sufficient supply to meet people's needs throughout the Tet holiday. In particular, for fresh food items such as meat, poultry, seafood, vegetables, spices, and high-demand items during Tet, such as confectionery and beverages, the supermarket has proactively ensured supply and maintained stable prices throughout the Tet holiday.

According to Ms. Nguyen Thi Thuy Huong, Director of Operations for WinCommerce in Northern Vietnam, WinMart had worked with suppliers 2-3 months prior to proactively stockpile large quantities of essential goods, along with gift sets, confectionery, and seasonal products... ensuring sufficient supply and stable prices. Ms. Nguyen Thi Thuy Huong affirmed that, in addition to stockpiling large quantities of goods, the system actively participates in market stabilization programs, coordinating with local departments of industry and trade to maintain stable supply and prices, especially in light of recent price fluctuations for some fresh produce items.

Meanwhile, Saigon Co.op began preparing for Tet (Lunar New Year) in mid-June 2025, with production increasing by approximately 20% compared to the Tet holiday of 2025. Ms. Nguyen Thi Kim Dung, Director of Co.opmart Hanoi, stated that early preparation helps businesses manage goods more proactively, optimize operations, and reduce cost pressures. Similarly, large-scale retail systems such as AEON, Hapro/BRG Mart, etc., have proactively signed contracts to stockpile goods early to ensure there are no shortages or unusual price increases.

Strengthen market controls and prevent sudden price increases.

The end of the year is a time when smuggling, counterfeiting, substandard goods production, and illegal price increases are likely to escalate. The Hanoi Department of Industry and Trade has requested functional forces to tighten market inspections and controls. During the period before, during, and after Tet (Lunar New Year), smuggling and trade fraud become more complex, especially for goods intended for the holiday. Functional forces are implementing various measures to combat and prevent counterfeit and substandard goods, food safety violations, and protect consumer rights. In addition, the Hanoi Market Management Department is strengthening inspections and strictly handling acts of speculation, hoarding, price violations, and trading of products of unknown origin. They are also closely monitoring supply and demand and prices to promptly address shortages or unusual price increases.

According to Trinh Quang Duc, head of the Hanoi Market Management Department, the unit has issued a plan to inspect, control, and handle violations regarding the pricing of goods and services during the Lunar New Year (Year of the Horse). Market management teams are required to monitor their areas, increase inspections of essential food items, construction materials, alcohol, beer, gold, etc.; and simultaneously monitor price listing and sales at the correct prices in supermarkets, markets, and shopping centers. During the inspection process, functional forces will also intensify propaganda and publicly disclose organizations and individuals violating the law. Mr. Trinh Quang Duc emphasized that market control must be linked to the goal of economic stability and not affect the legitimate business operations of enterprises at the end of the year.

Given the complex developments in smuggling and trade fraud during the year-end shopping season, the Hanoi City Steering Committee 389 affirms that it will continue to strengthen inter-agency inspections, tighten market management, and promote legal awareness campaigns to protect consumer rights and create a level playing field for businesses.

The Department of Agriculture and Environment maintains and develops 170 safe agricultural production-consumption linkage chains, encourages and supports the implementation of 56 vegetable production models applying participatory guarantee systems (PGS); and supports establishments in building and applying advanced quality management programs such as VietGAP, HACCP, and ISO 22000 to improve food safety and quality. Through this, one geographical indication (La Tinh pomelo, Hoai Duc) and over 100 collective trademarks and certifications for agricultural, forestry, and aquatic products in Hanoi have been established and protected, such as Ba Vi hill chicken, Soc Son hill chicken, Son Tay Mia chicken, Van Dinh duck, Dai Thanh longan, Boi Khe fragrant rice, Dong Cao red pomelo, Dan Phuong pomelo, etc.

The Department has also collaborated with provinces and cities to maintain and support the development of 1,327 safe food supply chains for Hanoi. 100% of these chains are certified as meeting food safety standards or equivalent, with over 45% having at least one stage certified according to one of the GAP, HACCP, ISO 22000, or organic standards. These include rice products from several northern provinces and the Mekong Delta; beef from Tuyen Quang, Son La, and Lao Cai provinces; vegetables and fruits from Son La, Phu Tho, Hai Phong, and Lam Dong; fruits from Hung Yen, Son La, and southern provinces; seafood from Quang Ninh, Hai Phong, Thanh Hoa, Nghe An, and the Mekong Delta provinces; and processed foods from Hai Phong, Hung Yen, Bac Ninh, and Ho Chi Minh City.
