Ensuring the rights of people and organizations when their assets are located within the road traffic safety corridor

According to delegate Duong Van Phuoc, it is necessary to clarify the concepts of "area" and "region" in Articles 8 and 9 of the draft law, thereby clearly defining the scope and scale to serve as a basis for road classification, facilitating deployment and implementation.

Regarding the provisions in Article 17 on the scope of protection above and below the road, delegates suggested reviewing and adding specific regulations to ensure clarity and strictness.

In addition, the delegate said that the impact on road infrastructure and road traffic safety of propaganda signs and advertising signs is the same, so it is proposed to adjust Clause 5, Article 18 so that the installation of propaganda signs must also meet the requirements as prescribed for advertising signs.

Regarding the regulation that bus stations must be built in urban areas that are administrative centers at district level or higher and other necessary areas to serve public passenger transport according to Point a, Clause 1, Article 39, delegates assessed that this regulation does not ensure feasibility, will be arbitrary, and cause waste if it is not effective. They proposed that the Drafting Committee supplement the construction of bus stations at planned locations to ensure compliance with road transport requirements, compliance with infrastructure items, convenience in connecting traffic and transferring with other modes of transport, meeting the travel needs of passengers and the circulation of goods in the locality and region.

Delegate Duong Van Phuoc suggested that the Drafting Committee should study and supplement regulations on ensuring the rights of local people and organizations when there is land and stable infrastructure located within the road traffic safety corridor.
