At the conference to deploy the Ministry's Plan on organizing the collection of opinions and synthesizing the opinions of the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, Deputy Minister of Justice Dang Hoang Oanh said that the Ministry of Justice has participated early and remotely in the work related to amending and supplementing the 2013 Constitution and promptly issued the Ministry of Justice's Plan from April 28, 2025 (Decision No. 1355/QD-BTP promulgating the Plan to deploy the task of organizing the collection of opinions and synthesizing the opinions of the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution).
On May 5, the National Assembly passed Resolution 194 agreeing to amend and supplement a number of articles of the 2013 Constitution, with the scope of amendment focusing on the provisions of the 2013 Constitution on the Vietnam Fatherland Front, socio-political organizations, and the demarcation of administrative units and local government organizations.
Deputy Minister Dang Hoang Oanh said that the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution has published documents to solicit public opinions, sectors and levels. On May 6, Deputy Prime Minister Le Thanh Long issued a document directing ministries, sectors and localities.
According to the assignment of the Government, the tasks of the Ministry of Justice are very heavy, including the preparation of 2 Government Reports and a General Summary Report. Accordingly, the Ministry of Justice performs the tasks within the assigned scope (propaganda, dissemination, communication; synthesis and preparation of reports...).
The main unit in charge of many tasks is the Department of Criminal and Administrative Law. Units under the Ministry are responsible for coordinating the implementation and organizing the collection of opinions at the unit; thereby ensuring the early and drastic implementation of this important political task.
Sharing about the implementation status and guidance on organizing the collection of opinions in units under the Ministry, Director of the Department of Criminal and Administrative Law Nguyen Thi Hanh informed about the implementation status of the group of advisory tasks, helping the Government organize the collection of opinions and synthesize opinions. Of which, 2 tasks have been completed: Drafting the Deputy Prime Minister's directive document; Drafting the Ministry of Justice's guiding document. There are 2 tasks being implemented: Organizing conferences to collect opinions; Guiding and urging.
At the same time, there are 3 tasks to be performed: Synthesize and develop a Government Report on the results of collecting opinions from Ministries, ministerial-level agencies, Government agencies, and Provincial People's Committees; Synthesize and develop a Report summarizing the results of collecting opinions from the People, sectors, and levels on the draft Resolution; Advise and prepare opinions from the Government and the Government Party Committee on the draft Resolution when requested.
Regarding the group of tasks of organizing opinions within the Ministry of Justice, the Department of Administrative Criminal Law has developed a document to guide the units under the Ministry. Other tasks will continue to be implemented such as organizing communication work; organizing opinions at units under the Ministry; urging, synthesizing and developing the Report of the Ministry of Justice; advising and preparing opinions for the Minister of Justice in his role as a Standing Member of the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution...
Ms. Tran Thi Phuong Hoa, Deputy Director General of the General Department of Civil Judgment Enforcement, affirmed that the General Department has drafted and issued a guiding document to collect opinions within the Civil Judgment Enforcement system, is ready to carry out the task and expects that the activities of the Judgment Enforcement system will contribute to spreading the work of collecting people's opinions in the locality...
The leaders of the Ministry of Justice requested that units continue to proactively advise and effectively and qualitatively implement assigned tasks; promptly implement the Ministry's Plan to organize consultations in units, ensuring democracy, publicity, transparency, ensuring progress, quality, and savings with appropriate and diverse forms, and increasing the application of information technology. Civil servants and public employees, in addition to participating in the collective, can express their personal opinions (especially through the VNeID application). Enhance the role and responsibility of all cadres, civil servants and public employees of the Ministry in participating in giving comments on the draft Resolution.
"The time is short, urgent, the workload is large but must meet high quality requirements. The results and quality of the synthesis of opinions play an important role for the Committee to draft amendments and supplements to a number of articles of the Constitution to absorb and revise, so the units need to coordinate closely to perform well the assigned tasks", the leader of the Ministry of Justice suggested.
