At Loc Duc commune - one of the two units with the highest self-assessment score for service quality for people and businesses in implementing administrative procedures in Bao Lam district (96.37/100 points) in the first quarter of 2025, Ms. Tran Thi Hang - who went to apply for land use right certificate adjustment, shared: “I came here to apply for land use right certificate adjustment. The staff at the One-stop shop and One-stop shop section enthusiastically and thoughtfully guided me through the steps to adjust the land use right certificate. After checking the documents, the staff guided me to complete the related procedures, then gave me an appointment for the date to return the results according to regulations. The implementation of administrative procedures here is very quick and effective”.
“Fast and efficient” is also the comment of Mr. Nguyen Van Hung when evaluating public services in Loc Tan commune - a unit with a self-assessment score of service quality for people and businesses in implementing administrative procedures in the first quarter of 2025 equal to that of Loc Duc commune (96.37/100 points). “The quality of service of the public administration is first and foremost reflected in the professionalism in the way of building, operating, and organizing the implementation of policies closely related to people's lives, and then the attentive service attitude of the staff and civil servants performing their duties at the One-Stop-Shop - One-Stop-Shop when people come to contact to carry out administrative procedures - public services. I highly appreciate the transparency, professionalism, and responsibility of the staff at the One-Stop-Shop”, Mr. Hung expressed.
According to the People's Committee of Bao Lam district, the district is constantly improving the quality of administrative procedure settlement in line with the motto "democracy, publicity, transparency, professionalism, responsibility". Recently, the People's Committee of Bao Lam district has issued documents to implement administrative reforms, promote digital transformation in directing and operating to serve the people. The People's Committee of Bao Lam district also directed specialized departments to strictly implement regulations on administrative reforms, regulations on receiving and returning results according to the one-stop mechanism, publicly posting regulations on procedures, records, fee collection levels, and at the same time arranging the right staff for the right job, thereby creating favorable conditions for people and businesses to come to transact and settle records, helping people and businesses reduce time and costs. According to statistics of the People's Committee of Bao Lam district, in the first 3 months of 2025, Bao Lam received and settled 747/748 records in all fields ahead of schedule and on time. Of these, 162 direct payment transaction records were successful, 43 records were returned to the people because they did not meet the settlement conditions.
In fact, the public posting of administrative procedures, in addition to simplifying, optimizing, and digitizing the processes of handling administrative procedures, is a breakthrough solution towards objectivity, transparency, creating trust, consensus, and support of people and businesses in public agencies. This has been demonstrated through the number of 13/14 units of Bao Lam district classified as excellent (90 points or more) and 1 unit classified as good (Tan Lac Commune People's Committee, 86.81 points). The total self-assessment score of the quality of service for people and businesses in implementing administrative procedures of Bao Lam District People's Committee in the first quarter of 2025 is 97.88/100 points, classified as excellent according to the provisions of Decision No. 895/QD-UBND dated April 28, 2023 of Lam Dong Provincial People's Committee.
