The National Center for Hydro-Meteorological Forecasting said that at 7:00 a.m. this morning, October 19, the center of storm No. 5 was located at approximately 19.1 degrees north latitude; 108.5 degrees east longitude, in the sea area southeast of the Gulf of Tonkin. The storm has strong winds of level 8 (62 - 74 km/h), gusts of level 10, traveling 10 km/h.

At the meeting to respond to storm No. 5 on the morning of October 19, Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that since the tropical depression strengthened into storm No. 5, the storm has mostly followed predictions, its path and intensity have not changed.
"Due to the influence of storm No. 5, this morning, on Bach Long Vi Island ( Quang Ninh ), there were winds of level 5, gusting to level 7. With such a path, the storm's strong winds are mainly in the north," said Mr. Khiem.
According to Mr. Khiem, from this afternoon, the most dangerous area due to the storm's influence is the Gulf of Tonkin. The storm may strengthen to level 9 from noon to the afternoon of October 19, when the storm interacts with cold air and moves north of the Gulf of Tonkin.
"From tomorrow morning, the storm will interact with cold air, so there is a high risk of strong thunderstorms and tornadoes in the Gulf of Tonkin. After that time, the storm will weaken quickly and dissipate at sea on the morning of October 21," said Mr. Khiem, adding that there is no scenario predicting that this storm will make landfall. "When the storm moves north of the Gulf of Tonkin, winds in Quang Ninh and Thai Binh provinces can reach level 6, gusting to level 8," Mr. Khiem added, warning that after the storm dissipates, people should not be subjective because in the Gulf of Tonkin there are still strong winds of level 6-7, due to the influence of cold air.
According to the Director of the National Center for Hydro-Meteorological Forecasting, from tonight until October 20, coastal areas in the North and North Central regions may have rain, but the amount of rain will not be too heavy.
