Specifically, the Chairman of Lao Cai Provincial People's Committee has just signed Document 3438/UBND-KT directing relevant agencies, units, and localities in the province to strengthen the management and protection of unexploited minerals and rare earths.

Accordingly, the Chairman of Lao Cai Provincial People's Committee requested the People's Committees of districts, towns and cities to strengthen the inspection, supervision, management and protection of unexploited minerals in general, including rare earth minerals (with mines identified in Bat Xat and Bao Thang districts, Sa Pa town and Lao Cai city); carry out the sweep and clearance of illegal mining activities or illegal digging and lowering of foundations for illegal mineral exploitation and handle them in accordance with the provisions of law.
Develop and implement coordination regulations in the locality and districts of other localities located in the administrative boundary area. Chairmen of People's Committees of districts, cities and towns are fully responsible to the Chairman of the Provincial People's Committee for the management and protection of unexploited minerals in the locality according to the provisions of law.
The provincial Department of Industry and Trade, the provincial Customs Department, the provincial Market Management Department, the provincial Economic Zone Management Board and relevant agencies are required to regularly review and monitor mineral import and export activities across the border to ensure compliance with current regulations.
The Market Management Department of Lao Cai province is assigned to preside over and coordinate with relevant forces in inspecting and handling the transportation and trading of minerals of illegal origin in the province, including rare earth minerals; handling according to authority and regulations of law.
According to scientists, rare earths are called "vitamins of modern industry" because they are indispensable ingredients in the production of equipment and components in information technology, medicine, transportation, petrochemicals, metallurgy, military and many other fields.
