Attending the workshop were a number of leading experts in the fields of culture and digital transformation; representatives of leaders of specialized agencies and organizations; representatives of leaders of state management units, specialized agencies under the Ministry of Culture, Sports and Tourism and a number of typical enterprises in the field of digital technology .
Speaking at the opening of the 2nd Workshop on "Digital Transformation in the Cultural Sector" , Deputy Minister of Culture, Sports and Tourism Phan Tam said that the Project is playing a dual role. On the one hand, it acts as a "strategy" to define the vision, viewpoint, goals and long-term orientation for digital transformation (DT) in culture.
On the other hand, it is an "implementation program or project" with specific tasks, solutions, and roadmaps that can be implemented immediately and produce results in the medium term.
According to Deputy Minister Phan Tam, the strategic content in the Cultural Digital Transformation Project needs to be built on three major foundations:
Firstly, closely follow the viewpoints and orientations of the Party and the State on cultural development, associated with the goals of the National Digital Transformation Program, the Socio -Economic Development Plan and international integration. Culture cannot stand outside the digital flow, and cultural digitalization must be synchronized with national digitalization.
Second, it stems from the specific characteristics of the cultural sector: both preserving and maintaining traditional values – which require originality and authenticity – and developing and creating new cultural products and services to meet the diverse and personalized needs of the public in the digital environment. This is very different from many other sectors that mainly aim to optimize processes or improve productivity.
Third, make the most of the opportunities that digital technology, especially artificial intelligence (AI), virtual reality (VR), augmented reality (AR), big data, blockchain, etc., brings to expand creative space, increase accessibility and interaction, new cultural experiences, as well as promote the cultural industry to become a key economic sector.
Deputy Minister Phan Tam also emphasized that the Party's documents have clarified the core goals that the Party has set for the cause of developing Vietnamese culture in the era of digital transformation and deep international integration, including: Preserving and promoting national cultural values; Preserving and developing Vietnamese cultural identity in the era of integration;
Strengthening the soft power of the country through culture; Bringing Vietnamese culture to spread strongly to the world ; Revive domestic culture, arousing the aspiration to develop a prosperous and happy country; Applying digital technology and digital transformation as a new method to achieve the above goals.
The strategy not only aims to develop culture in terms of spiritual values, but also aims to develop culture as an economic sector in the digital age through cultural industries, creative services, and the power of modern media.
Regarding the principles and motto for digital transformation in the cultural field, Deputy Minister Phan Tam said:
First, ensuring the consistency between preservation and development in the digital environment: Cultural digital transformation must simultaneously achieve two goals: preserving the original, soul of heritage and creating new forms of access and exploitation suitable for the times. This requires standardizing data, establishing legal exploitation mechanisms, protecting copyrights and developing economic models based on digital heritage.
Digital transformation must be based on the principle of maintaining identity and core values, while increasing the attractiveness, spread and competitiveness of Vietnamese culture, helping the heritage to live sustainably in the hearts of the nation and reach international levels.
Second, harmoniously combine advanced technology and indigenous knowledge: The application of technology in culture must come from practical needs, respect the value of indigenous knowledge and connect with global creative resources, creating cultural products and services that are both modern and imbued with identity.
Technology is not only a tool, but also a driving force to help indigenous knowledge become a creative resource, expanding the ability to preserve and spread Vietnamese cultural values.
Third, taking people and the creative community as the center: Cultural digital transformation is only sustainable when the community participates substantially in preserving, exploiting and developing cultural values.
People are both creators, beneficiaries and spreading forces in the digital environment. All digital policies and platforms must prioritize ownership and community interests, ensure fairness and encourage creativity.
Fourth, creating breakthroughs from linking and sharing cultural data: Linking and sharing data among ministries, sectors, localities, organizations and enterprises is a prerequisite for forming a digital cultural ecosystem, promoting creativity and preservation.
Open and interconnected data infrastructure is the key to unlocking the flow of creativity, facilitating the formation of new cultural products and services, while ensuring legal ownership and exploitation.
Fifth, encouraging digital economic models in culture: Digital transformation is an opportunity to form new economic models based on digital cultural assets, creating sustainable resources for conservation and development.
Effectively exploit cultural values through digital technology to generate revenue, which in turn is reinvested in conservation and promotion, forming a sustainable development cycle of culture.
Sixth, ensuring safety, security and digital sovereignty in culture: Digital cultural transformation must be closely linked to information security, network security and digital sovereignty protection, especially with strategic and sensitive data and content. Protecting the integrity of data and the image of Vietnamese culture in the digital space is a strategic task in the project.
The project is expected to guide strategies, perfect policies and promote comprehensive digital transformation in the cultural sector.
