Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism attended and chaired the Workshop.
Also attending the workshop were representatives of Departments and Offices inside and outside the Ministry of Culture, Sports and Tourism, experts, scientists , managers, and nearly 70 businesses in many fields across the country.

Speaking at the opening of the workshop, Permanent Deputy Minister Le Hai Binh said: Resolution 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development has created a strong driving force for the business community and entrepreneurs; at the same time, it requires many specific solutions for the Resolution to truly come into life.
One of the important tasks is to build ethical standards for businesses and entrepreneurs - standards that are both imbued with national cultural identity and absorb the quintessence of world business culture.
The Permanent Deputy Minister said that our business culture has a rich foundation with many valuable lessons from our ancestors: the spirit of overcoming difficulties and market thinking of Mai An Tiem, or the great ambition to do business of businessman Bach Thai Buoi... However, there are still limitations that we need to overcome.
Therefore, according to the Permanent Deputy Minister, maintaining "heart" and "trust", or imbuing the spirit of the rule of law in the context of increasingly deep international economic integration is one of the standards that need to be put first.
Permanent Deputy Minister Le Hai Binh also raised the issue of how to develop the Framework . Ethical standards and business culture associated with national cultural identity and access to the quintessence of world business culture can really come into life? How can every entrepreneur, every enterprise – even business households – when participating in implementation, clearly see the benefits for themselves?
Therefore, Permanent Deputy Minister Le Hai Binh said that it is necessary to clearly define the contents of the set of standards: what are Vietnam's core values, what needs to be learned from the world, and what the criteria framework should be like to be appropriate.

“We appreciate the interest of the business community and entrepreneurs in jointly developing these standards. The goal of the standards is to make anyone who sees them want to practice and comply.
The content of the Framework of ethical standards and business culture will include values such as transparency, efficiency, rule of law, professional ethics and social responsibility" - the Permanent Deputy Minister emphasized.
Also according to Permanent Deputy Minister Le Hai Binh, business culture is not only reflected in job creation or economic value, but also in its contribution to maintaining and strengthening the cultural environment and a healthy business environment. In particular, it is also a spirit of social responsibility, ready to join hands when the country is in difficulty. This is clearly demonstrated in the recent storms and floods.
In her opening speech at the workshop, Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Institute of Culture, Arts, Sports and Tourism, said: In the context of deep integration and increasingly fierce global competition, the Vietnamese economy is transforming strongly to improve its position in the international value chain.
The requirement is not only to stop at rapid growth but also to shift to quality, creative and sustainable growth, based on transparent institutions, modern governance and cultural and ethical values in business.

In particular, the private economic sector - a force accounting for over 98% of the total number of enterprises, contributing about 45% of GDP and being an important driving force of the economy - is facing an urgent need to improve competitiveness, strengthen social trust and build a corporate culture in line with international standards.
This becomes even more important in the context that Vietnam faces the risk of falling into the middle-income trap if it does not develop on the basis of business ethics, social responsibility and national cultural identity.
Based on that requirement, the Vietnam Institute of Culture, Arts, Sports and Tourism organized a workshop on Ethical standards and business culture associated with cultural identity. national and access to the quintessence of world business culture to create a forum for exchange, comment and propose solutions to perfect Vietnamese business culture and ethics standards in the new era of the nation.
The Framework of Ethical Standards and Business Culture is built on the foundation of national cultural identity and selectively approaching international elites. The structure of the Framework is shaped by four fundamental value components: Ethical Standards - Business Culture - Identity ethnic - Access to international elite .

The framework is identified as the fundamental value structure, creating the basis for building the Index Framework. Ethical standards and business culture , aiming to standardize business behavior, improve management capacity, strengthen social trust and enhance the ability to integrate according to international standards of Vietnamese enterprises.
On that basis, the next roadmap will aim to determine ethical and cultural standards. Business and Ethical Standards Index and Business Culture as a tool to measure the level of standard practice, thereby applying appropriately according to the nature and characteristics of each type of business in the business community.

Will announce the set of Vietnamese Business Culture Values
The workshop focused on discussing four main groups of content:
Alignment of the Framework with the four core value components.
Feasibility in application to businesses of different sizes and sectors.
Proposals for improvement of the Framework of ethical standards and business culture as well as the proposed direction for the Framework of Ethical Standards and Business Culture Index to become an effective management tool, supporting the building of the brand and image of Vietnamese enterprises.
Recommendations on mechanisms and policies to support implementation, associated with digital transformation, international integration and sustainable development.

The workshop received 20 comments from representatives of businesses, experts, managers, representatives of organizations and associations to further improve the feasibility of the Framework of ethical standards and business culture .
At the end of the workshop, the Organizing Committee highly appreciated the attention, support and recognition, and accepted all comments and contributions to continue perfecting the Framework of ethical standards and business culture towards standardizing behavior, improving management capacity, strengthening social trust and enhancing the ability of Vietnamese enterprises to integrate according to international standards.
This is an important implementation step of the Project to realize the spirit of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, while at the same time being consistent with the orientation of building a national value system and standards for Vietnamese people in the new era.
