The document signed by Deputy Minister of Health Do Xuan Tuyen stated that according to press information, related to the field of forensic psychiatric assessment and compulsory medical treatment, a number of complicated incidents have occurred, causing outrage in society.
In order for forensic psychiatric assessment and compulsory medical treatment to be implemented closely, ensuring that they meet the requirements of the prosecution agency; correctly assess the medical condition of the subject of assessment, and prevent negative behaviors from occurring, the Ministry of Health requires assessment units to receive requests and requests from prosecution agencies, organizations, and individuals and to carry out assessments in an objective, accurate, and lawful manner.
The Ministry of Health requested the Ministry of Health Inspectorate to preside over and coordinate with the Department of Medical Examination and Treatment Management to review the Central Psychiatric Hospital 1 and 2; the Central Institute of Forensic Psychiatry, the Central Institute of Forensic Psychiatry Bien Hoa, the Regional Forensic Psychiatric Centers... to complete before June 30.
Review and conduct unscheduled inspections immediately at units showing signs of violations in forensic psychiatric assessment and compulsory medical treatment, and annually include this content in the inspection plan submitted to the Ministry of Health for consideration and decision.
The Ministry of Health also requires appraisers to meet current regulatory standards. Seriously conduct self-assessment of unit operations according to prescribed criteria and scorecards.
Closely coordinate with local professional agencies, proactively sign contracts, closely coordinate with medical units to perform specialized examinations and paraclinical examinations for subjects on the basis of effectiveness and strict management of subjects.
Strengthen information exchange with investigation agencies and the Procuracy about the situation and results of the appraisal according to the request decision. Only accept appraisal when there are complete documents according to regulations, only hand over appraisal conclusions and appraisal objects to individuals and organizations according to the provisions of law.
On the afternoon of June 16, the Bien Hoa Central Institute of Forensic Psychiatry sent a document to the Ministry of Health stating that many leaders of the institute were arrested and summoned for questioning, and there were no more staff working.
Regarding this issue, speaking with Tuoi Tre Online, the leader of the Ministry of Health said that the ministry will hold a meeting and assign officials to be in charge of the Bien Hoa Central Institute of Forensic Psychiatry in the context of some leaders being arrested and summoned to work, ensuring that the institute's operations are not interrupted.
It is expected that Mr. Nguyen Van Duc, deputy director of Bien Hoa Forensic Psychiatry Institute, will be assigned to manage the institute's operations.
