Closing the 15th session of Hai Duong Provincial People's Council, passing 13 resolutions

Point out many limitations in socio -economic development

Speaking at the closing session, comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged that the Provincial People's Council delegates demonstrated a sense of responsibility, promoted democracy, intelligence, and high consensus with the contents presented at the session.

At this session, based on the provisions of the law and the direction of the Central Government, the People's Council of Hai Duong province dismissed the positions elected by the People's Council of the province and elected additional Chairman of the People's Council of the province and members of the People's Committee of the province to stabilize the organization and perfect the administrative apparatus of the province. The People's Council of Hai Duong province also democratically discussed and unanimously passed 8 resolutions on socio-economic development contents.

On behalf of the Standing Committee of the Hai Duong Provincial People's Council, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Le Van Hieu, respectfully thanked and accepted the direction of the Provincial Party Committee Secretary, Tran Duc Thang, and will unify and thoroughly implement it in the coming time. These include strategic orientations and key tasks in the direction of the Provincial Party Committee Standing Committee for a number of socio-economic development tasks in 2023 and the following years.

Looking back over the past two years, Chairman of the People's Council of Hai Duong province Le Van Hieu realized that under the leadership of the Party Committee, the determination of authorities at all levels, the coordination of the entire political system and especially the joint efforts and consensus of the people and business community, Hai Duong province has stably controlled the epidemic situation, bringing life back to a new normal state.

However, in addition to those results, based on the assessments and reviews of the Standing Committee of the Hai Duong Provincial Party Committee in 2021 and 2022, the report of the Provincial People's Committee and the monitoring results of the Provincial People's Council, it is shown that in the direction and operation of the Provincial People's Council and the Provincial People's Committee, there are still some limitations that need to be frankly assessed and acknowledged. In 2021, 3/14 targets were not achieved, in 2022, 7/16 targets were not achieved, including economic, cultural and social targets. Some issues are forecasted to be very difficult to implement in the second half of the term, not meeting the set requirements.

Chairman of the Provincial People's Council Le Van Hieu pointed out many limitations in the implementation of some specific tasks such as the establishment and implementation of socio-economic development plans and land use allocation are still confusing. The implementation of some key projects, works, and projects in the public investment plan is slow. Some programs and projects have not brought about clear results. The fact that the Hai Duong Provincial People's Council continuously organizes thematic meetings to promptly issue resolutions, remove difficulties and urgent issues is a testament to the province's strong leadership.

Chairman of the Hai Duong Provincial People's Council Le Van Hieu also requested the Provincial People's Committee to promptly concretize and effectively implement the resolutions passed at this session. At the 15th Session, the Hai Duong Provincial People's Council voted to pass 13 resolutions, including 5 resolutions on personnel work and 8 resolutions on public investment and budget. The 8 resolutions on public investment and budget include:

(1) Resolution on deciding on investment policy for the project to build the Social Protection Center of Hai Duong province

(2) Resolution on deciding on investment policy for the project to build Tan An bridge and the connecting road to National Highway 18, Chi Linh city

(3) Resolution on deciding on investment policy for the project to build a bridge over Kinh Mon River and the access road connecting the interchange with National Highway 5

(4) Resolution on deciding on investment policy for the project to build the new Cay bridge approach road and the 33m extended road (through Cam Giang district) connecting Vu Cong Dan road, Hai Duong city

(5) Resolution on deciding on investment policy for the project to handle dike incidents in Nam Sach and Thanh Ha districts

(6) Resolution on deciding to adjust the investment policy for the dredging and reinforcement project of the Sat - Phu irrigation canal, Binh Giang

(7) Resolution on adjusting local budget estimates for 2022

(8) Resolution on adjusting provincial budget expenditure estimates for 2023.
