Many National Assembly deputies said that the draft Resolution only mentioned and focused on policies for investors, but lacked the core “piece” of a priority policy for people buying social housing. These are the direct beneficiaries and the most important driving force of the social housing market. Therefore, policies must be specific, transparent and practical.
Recently, there have been many shortcomings in the implementation of social housing policies, such as people with real needs have difficulty accessing loans, and when they do access loans, the financial burden is large. Meanwhile, businesses are hesitant to invest in social housing because of unstable output... Therefore, there needs to be a "dual" policy to support social housing buyers, such as: supporting long-term loans from the National Housing Fund or from the Social Policy Bank; simplifying lending conditions; social housing buyers enjoy interest-free installment payment policies. If this policy is implemented, it will not only create conditions for people, but also support output for businesses and promote a more vibrant social housing market, contributing to achieving the goal of 1 million social houses by 2030 as set by the Government .
