Provincial Competitiveness Index Score 2024.
This year’s survey was conducted with responses from nearly 11,000 businesses, including both domestic private enterprises and foreign-invested enterprises. Businesses continued to show confidence in local governments, especially in areas such as information transparency, labor quality and online administrative procedure reform. However, the report also showed that there are shortcomings that need attention, such as access to land remains a major obstacle, legal compliance costs remain high and the dynamism of local governments in some places shows signs of decline.
According to the results of the improvement in the quality of economic management of provinces and cities in 2024, Ben Tre province is identified as one of the important investment destinations with a fairly good improvement in the original PCI. This shows that Ben Tre is still a place that continues to maintain its attractiveness as an investment location, as businesses operating here continue to record positive changes in the quality of economic management.
Of the 10 component indices, in 2024, the province will have 6 indices that increase in score, including: market entry, land access, transparency, business support policies, labor training, legal institutions and security and order. Of which, the strongest increase is business support policies, increasing from 6.95 to 7.94.

The VCCI report also pointed out some challenges that still exist in Ben Tre. Among them, access to land and legal compliance costs are still bottlenecks for small and medium-sized enterprises. In addition, the dynamism and effectiveness of policy implementation at some levels of government have not met expectations, and synchronous solutions are needed to improve.
In the context that the province is strongly implementing digital transformation, developing green economy , circular economy and promoting private economy in accordance with Resolution No. 10 and Resolution No. 41 of the Central Government, the PCI 2024 results are an important reference for Ben Tre to continue to perfect local institutions.
It is known that PCI 2024 will be the final PCI report to fully assess 63 provinces and cities before the process of merging provincial-level administrative units according to Resolution No. 60-NQ/TW of the Party Central Committee is implemented from 2025.
