Clarifying the process of examination and emergency care for the baby

According to the report, on May 3, the Nam Dinh Provincial Department of Health received information about the process of emergency examination of patients at Nam Dinh Provincial General Hospital on social networks, including the content "pay in full before going to the emergency room". After receiving the information, the Director of the Department and the Board of Directors of the Department directly directed Nam Dinh Provincial General Hospital to review the procedures for medical examination, treatment, and emergency treatment of patients of the Hospital, especially the content related to the people's feedback on social networks.
On the morning of May 4, the Department of Health directly worked with the Provincial General Hospital. After listening to the Hospital Board of Directors report on the process of examining and providing emergency care to patients, viewing video extracts from the Hospital's cameras and data on the hospital management software, the Department Board of Directors directed the Hospital to review the process of receiving and providing emergency care to MTA patients and the Department of Health issued Document 994/SYT-NVY on May 4 on rectifying the work of examining and providing emergency care to patients.
People think that medical staff have an indifferent attitude.
The Department of Health and the Provincial General Hospital worked with the person who brought the MTA patient to the hospital and recorded a video reflecting the incident to clarify some related contents.
The verification results of Nam Dinh General Hospital up to 8:00 a.m. this morning are as follows: At 4:03 p.m. on May 3, the hospital received a 4-year-old patient MTA who had a traffic accident (brought in by 2 other people), in a conscious state, crying, pulse: 140 times/minute, breathing rate: 20 times/minute, pink mucous membranes, no bleeding wounds, abrasions in the left lower abdomen, abrasions on the right elbow. The patient was examined at the Orthopedic Trauma Emergency Clinic and the General Surgery Emergency Clinic, and was initially diagnosed with multiple injuries: Closed chest and abdominal trauma due to a traffic accident.
The patient was assigned the following tests: abdominal CT-Scanner, chest CT-Scanner, chest X-ray, abdominal ultrasound, blood test. After performing paraclinical tests, the patient was diagnosed with multiple injuries: closed chest trauma, closed abdominal trauma due to traffic accident; the patient continued to receive emergency treatment, resuscitation, intravenous fluids, and pain relief. At 5:45 p.m. on May 3, the patient was transferred to the National Children's Hospital.
Hospital takes responsibility, suspends some medical staff
Regarding some contents related to handling administrative procedures for examination and emergency care of MTA patients, through initial verification, the patient came in for examination (at 16:03) without any documents. The patient was examined immediately (although he had not registered for examination and paid) and was assigned to do paraclinical tests.
Then the hospital staff guided the person who brought the patient to register for administrative procedures. During the examination, ordering of paraclinical tests and treatment, the person who brought the patient had to pay an advance of 500,000 VND.
Hospital staff performed administrative procedures on the Hospital Management Software System so that patients did not have to pay additional deposits. Medical staff communicated with each other to perform administrative procedures for patients. The exchange process between medical staff was as follows:
“- Medical staff 1: hospitalized due to non-payment or what?
- Medical staff 2: paid 500,000 VND already.
- Medical staff 1: 500,000 VND is not possible".
During that exchange, the person who brought the patient (the person filming) stood near the group of medical staff.
After the incident, Nam Dinh General Hospital accepted responsibility for the incident. The hospital has suspended a number of medical staff to verify and clarify the incident. The verification team is continuing to verify and work with a number of related individuals to clarify the incident; continue to review the process of receiving and handling emergency treatment for MTA patients in particular and the process of emergency treatment, medical examination and treatment in general; continue to improve the spirit, communication attitude and medical ethics of medical staff. Violations will be strictly handled according to regulations.
