According to Resolution 28/2023/NQ-HDND (December 8, 2023) of the Provincial People's Council "Regulating policies to attract doctors to work at a number of units in the province until 2025", from January 1, 2024 to the end of 2025, Quang Ninh province aims to attract at least 298 doctors to work at medical facilities in the whole province. Of which, Quang Ninh Lung Hospital is assigned to recruit 56 doctors. This is a challenging but also urgent goal, especially when the hospital has just completed upgrading its facilities and expanding its scale to 330 beds, but the medical staff is still seriously lacking.
As early as January 2025, the hospital held a ceremony to award money to attract the first 8 doctors to work under the new policy, with a total amount of up to 3 billion VND. Of which, 2 excellent doctors received 480 million VND/person, 4 doctors received 360 million VND/person and 2 doctors received 300 million VND/person. This is an important initial step, helping the unit gradually overcome the shortage of human resources.
As one of the first 8 young doctors to work at Quang Ninh Lung Hospital under the human resource attraction policy of Resolution 28/2023/NQ-HDND, Dr. Le Hoang Ky Anh chose to work at the hospital right after graduating from the 6-year regular program at Hai Phong Medical University. During nearly a year of apprenticeship to complete his practice certificate, Dr. Ky Anh was thoroughly trained in many specialties, quickly adapted to the working environment and clearly defined his career development direction.
Dr. Le Hoang Ky Anh (Surgery Department, Quang Ninh Lung Hospital) shared: “The hospital leadership is very interested, creating favorable conditions and giving me clear directions. After completing the practice certificate, I will be sent for advanced training in the direction of Surgery. After completing the training process, I will return to practice at the hospital, directly participating in the construction and development of the Surgery Department, one of the key areas of expertise that the hospital is focusing on investing in.”
Dr. Truong Thi Trang, after 4 years of working at medical facilities, also decided to join Quang Ninh Lung Hospital. With a practicing certificate, Dr. Trang quickly integrated and actively contributed to the treatment of patients at Department of Internal Medicine 3, Quang Ninh Lung Hospital. "I clearly saw the concern and enthusiastic support from the Board of Directors as well as my senior colleagues. Thanks to such an environment, I have learned a lot of professional knowledge and accumulated practical experience to complete my work well," Dr. Trang confided.
In addition to the support policies from Resolution 28/2023/NQ-HDND, Quang Ninh Lung Hospital also implements its own preferential policies such as increased salary, bonuses, monthly professional allowances; 100% tuition support for doctors attending advanced training courses. The hospital also arranges clean public housing; free lunch. These conditions are to help doctors feel secure in their work and stay with the unit for a long time.
In 2025, the Hospital aims to recruit from 20 to nearly 50 new doctors according to Resolution 28/2023/NQ-HDND, contributing to perfecting the team and implementing the unit's in-depth development roadmap.
According to Dr. Hoang Van Hy, Director of Quang Ninh Lung Hospital, human resource development does not stop at recruitment, but is also part of a long-term strategy for training and improving qualifications. After obtaining a practice certificate, the hospital will create conditions for young doctors to participate in training courses with experienced medical teams of the unit at central facilities such as the Central Lung Hospital, Viet Duc Friendship Hospital... This is an important preparation step to develop many new specialties such as Surgery, Pediatrics, Occupational Diseases and Lung Lavage... which are areas of expertise that we have high expectations for.
Quang Ninh Lung Hospital is actively expanding international cooperation in human resource training. Thanks to the attention and support from the province and the Department of Health, in April 2025, the first 3 doctors were sent to China to study, opening up opportunities to access advanced medical techniques and technologies. This is an important step in the professional development roadmap, aiming to basically master all technical services of a Grade II hospital by 2030, and by 2035, be qualified to become a Grade I hospital specializing in respiratory medicine, playing a central role in the region.
