Strengthening the handling of urban order violations

In recent times, localities in Quang Ninh have focused on implementing plans and solutions in urban planning and management (UTM) very drastically. Accordingly, functional units have strengthened inspection, rectification, and strict handling of violations of TTĐT, environmental sanitation... contributing to ensuring urban aesthetics, minimizing encroachment on sidewalks and traffic safety corridors, especially in central areas.

Ba Che town police (Ba Che district) propagated and reminded local people not to encroach on traffic safety corridors.

Mr. Nguyen Thien Vuong, Chief of Office of the Provincial Traffic Safety Committee, said: “To re-establish traffic safety corridors, the Traffic Safety Committee has also issued documents and plans to send to localities and relevant authorities to further strengthen the re-establishment of traffic safety corridors. Focus on handling violations on main roads and tourist routes, such as Hon Gai and Bai Chay beaches... Thereby, creating a synchronous and effective traffic safety corridor and traffic safety corridor.”

However, in reality, the inspection, rectification and handling of violations of e-commerce in some localities in Quang Ninh province are not strict and not thorough. The process of organizing and implementing rectification and handling by local authorities has not been maintained regularly, leading to the situation of re-encroachment, use of roads, sidewalks, and pavements for business, trading, placing and hanging advertising signs, organizing events... in violation of regulations still occurring, especially in market areas, major roads, and central areas, affecting traffic safety, order and urban beauty.

To improve the effectiveness of state management of e-commerce management, Quang Ninh has also requested localities to strengthen state management functions, propagate and mobilize organizations, households and individuals to comply with the provisions of law in business, trade, placing advertising signs, organizing funerals and weddings, using roads and sidewalks, and protecting road infrastructure. At the same time, it is necessary to remind families that when building or renovating houses, they must ensure that the gathering of construction materials and equipment does not encroach on roads and sidewalks, causing traffic safety and urban beauty problems.

Lieutenant Colonel Vu Thi Le Ha, Chief of Mao Khe Ward Police (Dong Trieu City) said: “We have strengthened propaganda and strictly handled acts of encroachment on traffic safety corridors and violations of traffic safety regulations in the area. Thereby, the violations have basically decreased, contributing to restoring the urban landscape. For cases of violations or re-violations in the coming time, Mao Khe Ward will continue to take action and strictly handle them.”

In addition, to propagate and mobilize organizations, households and individuals in the area to comply with the provisions of law in the use of roads, sidewalks, and protection of road traffic infrastructure, communes and wards of Quang Ninh province have also implemented practical activities, typically residential groups, "Residential areas implementing good traffic safety". At the same time, models of ensuring traffic safety and order and information technology are replicated to closely follow the area, preventing violations right from the grassroots level.

Representatives of organizations, residential areas and schools in localities in the province must also take drastic action through signing commitments not to encroach on roads and sidewalks for business purposes, causing traffic obstruction and congestion; not to violate regulations on the protection of traffic works and traffic safety corridors. Localities also proactively build self-managed roads in residential areas; not to violate traffic laws... to raise people's awareness, reduce traffic accidents in the area, and join hands with Quang Ninh province to restore an increasingly clean and civilized urban area.
